She first appeared in SailormoonS along with Neptune and Uranus. She appeared right before Phaoroh 90 was going to destroy everything. She used to be the evil Mistress 9. She was reverted back to good because the love of her friend and father.
Hotaru is one of the more intresting characters because of her hidden background. One thing we have all scene is that she tires easily. She loves to collect lamps and her dream one day is to be a nurse.
In SailorStars Setsuna appears at Hotaru's home asking her to come with her(she was still in baby form) later that evening when we see Haruka and Michiru again Hotaru powers all of them up to super. After that Saturn became a key item in the fight with Nehelenia.
Her attacks are:
Silence Wall: she creates a wall around her self and comrades.
Silence Glaive Surprise/Apply:she creats a huge ball of energy at the oppenent. A very strong attack.
Death Ribbon/Reborn revolution:destroys the world need I say more?
