Dear Friends,
You all might have heard of recent disturbances in Coinbatore. A little
while ago there was a committee on which some of my collegues were
members.I received this report a few weeks back. After talking to one of
us
last weekend, it occurred to me that some of you might be interested in
it.
There is an interesting story about this report itself. The press did
not
show any interest in it. So what of my friends just put it on the
MatScience
Institute homepage, where there is a section on communal harmony.
Immediately, N. Ram saw it and sent it to M. Karunanidhi. The next
day several journalists wanted to interview these collegues of mine,
and
one came as far as Kalpakkam on a mobike to borrow some video clippings
which they had. Such is the power of internet !!! goes to the top in
two
steps !

>
>BACKGROUND.
>
>The conflict and rivalry between sections of hindu and muslim
>communities, which started from early 1980 onwards, are allegedly due
>to the intolerance of the leading hindu business men to the growth of
>muslim business men (like the owner of Shoba cloth centre).
>
>Hindu Munnani leader Ramagopalan had visited Coimbatore many times and
>delivered highly provocative speeches insulting muslims and Islam.
>Hindu Munnani has also gone on a campaign asking the hindus to
purchase
>only from shops owned by hindus.
>
>Immediately after the demolition of Babri-Masjid, there were protests
>in the Kottaimedu area. On 8th December 1992, the police unnecessarily
>opened fire on a Masjid and lathi charged muslims who had assembled
>there. There were no injuries or death.
>
>Following the blast of the RSS building at Chennai in November, 1993,
>the Kovai police arrested Basha and fifteen others under TADA. The
>police also entered Kottaimedu, terrorised muslim people and ransacked
>their houses. They also arrested almost all muslim youths and boys on
>false grounds and beat them up brutually in custody. This brutalised
>the minds of muslim boys and youths against the police.
>
>To add insult to injury the police put up three check posts at
>important entry roads of Kottaimedu and four pickets inside Kottaimedu
>thereby isolating the place as an island. This further exacerbated the
>psyche of the boys and youths who thought they were being perceived as
>criminals. PUCL in its report dated 28/2/94 on the above incidents
>specifically recommended the removal of the check posts. It also named
>some of the police officers like Ganesan, Commissioner of Police,
>Masanamuthu, Assistant Comm issioner of Police as responsible for the
>brutal and illegal attack on the muslims. Many people whom the present
>team met have told that the very same Masanamuthu was seen instructing
>his men to shoot during the events on 30th November,1997.
>
>In the recent past some muslims had got organised under various
>organisations like Al Umma and TMMK for their protection and safety.
>Another organisation JAQH works for removing the ills in the muslim
>community.
>
>During the last election campaign, the DMK candidates promised that
the
>check posts would be removed if they come to power. As the winning
>trends were known some muslim youths smashed the check posts and
>stabbed two constables who had protested against it. Some policemen
>took the above incident as a challenge to their authority. Ansari,
>Secretary, Al Umma, admitted to the PUCL team that such an event took
>place and several youths were arrested.
>
>In Kottaimedu about 80% of the people are muslims and the rest are
>hindus and others. All along they have been living peacefully even
>during some of the worst periods mentioned above.
>
>It should also be noted that the percentage of muslim policemen in
>Kovai is less than 1 %.
>
>PLATFORM SHOPS AND MAMOOL: There are about 1200 platform shops in and
>around Ukkadam, Big Bazaar and Kotaimedu mostly owned by muslims. The
>police has been collecting as mamool approximately Rs.25/- to Rs.50/-
>per day per shop. After the elections thes e traders got themselves
>organised under various organisations like TMMK, AITUC and Al Umma. It
>is to be noted that Al Umma and TMMK have played a crucial and
>effective role in curbing the mamool collections by the police. This
>loss of revenue also seems to be at the back ground of the conflict
>between muslim community and the police.
>
>POSTER WAR: TMMK had been giving calls since September, 1997, to
>muslims all over Tamil Nadu to attend the procession to be held on
>December 6th, the day on which Babri Masjid was demolished. They have
>also declared it as a black day. Hindu Munnani also put up posters
>calling December 6th as a victorious day for the hindus; a day of
>destruction of the symbol of slavery and soon it will be Mathura and
>Kasi (Indhukkalin vetri Naal; Adimai chinnam agatria naal; viraivil
>Kasi Mathura). This poster of Hindu Munnani affected the sentiments of
>muslims and also instilled a sense of insecurity among muslims. Later
a
>poster, claimed to be put up by "Indian", appeared calling that day as
>the day on which Bharat Matha was raped.(Bharatha Matha
karpazhikapatta
>naal). Hindu Munnani objected to this poster. No muslim organisation
>claimed to have put up this poster. However, no steps were taken by
the
>authorities to remove this poster. This started off a poster war. The
>current crisis should also be seen with this background.
>
>REPORT OF THE EVENTS.
>INCIDENTS ON 29/11/97
>
>On 29th November around 7.00p.m. two muslim youths on an M-80 vehicle
>were stopped by Chandrasekhar, S.I.of B1 Police station. One of them
>was Jahangir, office bearer of Al Umma. S.I. Chandrasekhar asked for
>his licence and Jahangir did not have it at tha t time. He claimed
that
>the licence was at his home. When the S.I. asked his name he did not
>divulge it but said he was an Al Umma member. This led to a wordy duel
>and he was taken to the B1 station. The vehicle was also taken. "The
>young blooded, recently recruited, volleyball playing probationary
>officer", S.I. Chandrasekhar used foul language against muslims. On
>hearing of this, Ansari, Secretary of Al Umma went to the police
>station at about 7.30p.m. to enquire about it. According to Ansari, he
>went st raight to Inspector Muthuswamy and complained about the
>incident. In the presence of Ansari too, S.I. Chandrasekhar told
>Jahangir that all muslims should be packed off to Pakistan and used
>denigratory language against the muslims. Ansari used abusive lang
uage
>in retaliation. He was beaten with a lathi by the S.I. and the
>constables. Inspector Muthuswamy intervened and stopped the beating.
>Ansari said that he would take up the matter with the higher-ups and
>left at 8.30p.m. The news of 'Amir' being beaten up spread and a large
>number of people assembled before the Al Umma office. When Ansari
>reached the office they started debating on a road-roko to protest
>against the S.I. Chandrasekhar. As the meeting was in progress, at
>around 11p.m., Commissioner Rajen dran came with a police force to the
>Al Umma office for "searching". The restive crowd objected to this.
The
>police then informed that they had come to nab the three persons who
>had killed a traffic constable named Selvaraj at 9.00p.m. Ansari told
>that he was not aware of such an incident and that he would help nab
>the killers and hand them over by 11a.m. the next day. Ansari told
PUCL
>that he still was unaware of the reasons for the killing of Selvaraj.
>According to him Inspector Muthuswamy and Inspector Sunderrajan were
>also present. The Commissioner agreed and asked the police to retreat.
>
>The police, while retreating from Kottaimedu, allegedly set fire to
the
>platform shops. Kottai Saravanan, District Secretary, Hindu Makkal
>Katchi told the PUCL team that it was "the hindus" who burnt down the
>platform shops. Leaders of TMMK who were retur ning from Pollachi at
>1.30a.m. of 30/11/97 saw the shops burning. Even Arunthathiyars (a
>dalit community) living across Ukkadam confirmed that the shops were
>burnt during the night of 29/11/97. The PUCL team could not visit the
>police quarters to meet the police constables as "the situation there
>had not yet returned to normal."
>
>The burning of platform shops lends credence to the theory that the
>mamool collection was at the backdrop. In fact TMMK leader Jaffer Ali
>asked PUCL team if this was a mere reaction to the attack on the
police
>then it should have happened when the police were stabbed earlier.
Even
>if one were to go by the logic that this could have been due to death,
>then the PUCL team was asked why other shops were not damaged and why
>only the muslim shops were targetted on all the three days that

Hi folks,
Read the following lines carefully. The word war started after one
of the Article by Pritish Nandi, when India won the Dhaka Match. here
is
the
reaction - one by Mr.Shahjahan and the other by Mr. Sriram.
Shahjahan :
Thank you for this sarcastic story about our neighbor, the so
called Pakistan, the so called kafir bashers, and whatever you call
them.
When you are throwing stones on other houses, see to that you are not
inside a house made of mirror. Remember december 6,1992,the day which
proclaimed to the world that india is the "only" secular country in
this world. Indian army may have crushed the pakistani army in 1971
war.
But the indian army can not do any thing now, because it is not able to
protect even a masjid from those barbarians who destructed the
babri masjid on that black day. Don't boast that our country is a
secular country. I'll show an example for the secular country in the
world Indonesia, which is having the world's largest muslim population.
Hindu population is nil in Indonesia. In a matter of one day they could
have demolished all the temples which were built by the Hindu kings
centuries long ago. But, they didn't because islam teaches not to
attack
other religious places. Once again I humbly request that not to doubt
my
loyalty towards my mother country. Because whenever a muslim does any
thing the media flashes as if Muslims have done a big crime. Why do you
stamp Muslim terrorists? As if you don't have Hindu terrorists in our
country? What about Bal Thackarey? Is he not a Hindu terrorist? If a
Muslim has a tiffin box, it has been seen as a dangerous weapon.
Check the Hindu paper march 2nd, where the news paper gives a long list
of dangerous weapons which the so called Muslim terrorists possessed.
Bye, no hard feelings
Shajahan
This piece was written by Sriram in reply to
Shajahan's opinion.
Hello MOHAMMED SHAHJAHAN, India is really thankful to your
'patriotism'.
You usually put a Disclaimer in your pro-Pakistani mails "Don't
doubt my loyalty for my motherland. Don't mistake my words as
anti-India".
Though we all have our doubts on what you think your motherland is, I
assume that it is India, before proceeding. And I have a disclaimer to
make to:
"Don't assume that my words are anti-Muslim. DO ASSUME THAT THEY
ARE ANTI_YOU, ANTI-PAKISTAN, and PRO-INDIA.". I want this mail to put
an end to your notion of treating anything anti-pakistani as
anti-Muslim.
Damn
it, Pakistan is not Muslim! I want to put an end to your draggin'
yourself into anything that talks against Pakistan.
I never meant to hurt my friend, Shahjahan, but you've asked for
it.
You talked of secularism. Wow India is an intolerant state, of course!
Pakistan treats people of other religions with 'love', giving them red
labeled cards, which identify them as second-class citizens. This magic
card enables Muslims to get an edge over the others, be it railway
reservation or buying a bread loaf. Do you know the MOHAJIRS? They
aren't Hindus. I hope that the esteemed you know that they are
Muslims who migrated from India to Pakistan during partition. But they
are treated in your dear Pakistan as class three people. That is the
sort of tolerance the pakkkkkistanis have. You say that India lacks
tolerance.
Of course, Sunnis killing Shias, and Patans killing Mohajirs is a
very solid sort of tolerance shown by Pak. Human rights, of course.
And you talk of throwing stones from glass houses. We are thankful
to Indonesia for their nice attitude. But remember: It is not the only
Muslim nation in the world. What did you say? Islam bars demolition of
other religious places? UAE, Bangladesh (whose very existence is due
to
India), Afghanistan, Saudi Arabia are Muslim nations which witnessed
demolition of temples on BLACKDAY 7-Dec-1992 (I only wanted to put it
your way). And the black day of December 6th was only a consequence of
what Babur did one nice night at Ayodhya: Demolish Ram Temple.
And you say that Islam bars demolition of religious places. You can say
that there is no historic evidence. But ask your conscience. What about
the great Moguls who built a mosque over the Krishna Janam Bhoomi Jail
(Krishna was born in a jail) which still stands? That must be enough
evidence for you. And what about the noble Afghan Ghazni who
plundered
ONLY Hindu temples, looted and burned them? History says that! Why
is
the Lord's Sannadhi in Srirangam, in our beloved Trichy, covers the
Lord
instead of revealing him as in other temples? History says it was
done
to protect the Idol from Muslim invaders.
India has seen Muslims, good and bad. We still remember the
services
of
Maulana Abul Kalam Azd, Tipu Sultan, Bahadur Shah Zafar, and
Quaid-e-millet. We loathe the thoughts of Nadir Shah and Jinnah.
The
former lot were true Nationals and true Muslims, the latter are
TRAITORS
and bogus Muslims. Read the sub-continent's history well. Muslim
League
supported the Simon Commission, and what not, of the British Raj.
They
turned nationalistic by some miracle, but the miracle lost its
spell
soon, and they divided India. We love good people, Hindu or Muslim.
We
hate blood-drinkers, Hindu or Muslim. Bal Thakeray may be a
terrorist.
Is Dawood who destroyed Bombay with 12 bombs a moderate? Bal
Thakeray
did not hoist black flag on Independence day, but Al Jehad
attempted.
Putting it yourway, 'You should not think that I'm in favour of the
Babri Masjid demolition'. But do think of the demolition of your
nationalistic senses. If the Pakistani youth come up with ideas of
less
anti-Indianism and more concentration on economy of Pakistan, they
are
killed or jailed. But India has let traitors like you live with all
freedom. That is the difference between the two nations, if you
wish
to
give Pakistan the status of being called a nation, rather than a
tribal
setup. I have Muslim friends, Shahjahan, real nice ones.
Unfortunately,
there are people like you too.
India can make a Mohammed Azharuddin the captain of its cricket
team.
But Pakistan will never let a Pundit get into its team, let alone
captaincy. India recognizes the talent in Abdul Kalam and makes him
the
leader of DRDO. I can bet a whole month's salary that Pakistan
cannot
do
that to anyone other than a specific class of Muslims (not even ALL
CLASSES OF MUSLIMS). Indian cricketers were stoned in their last
few
encounters in Karachi. Not once were the Pakistanis stoned.
Pakistan
will shell Poonch and kill civilians, marring talks. But India will
not
shell your 'azad' Kasmir, unprovoked. India can fight wars, if
called
for, but your Pakistan can only wage proxy wars. We can build
anything
indegenously or by legal transfer of technology. But Pakistan
steals
Uranium from Germany, and other things from everywhere. When
restricted
by big nations, India built her own Kamini reactor, which is the
world's
first reactor to use Thorium as fuel. Pakistan could only invent
the
Brain Virus. Perversion, is their way of life, and you call it
Islamic?
Not one bit of it is Islamic, if you really know Islam.
Babri Masjid was not India's fault. It was the fault of a few
thousand
Hindus. They aren't the only people in India. But the government
and
political parties have expressed regrets so many times. The UP govt
was
dismissed. That itself is a gesture. Babur demolished a temple that
was
in use. Babri Masjid was unused for 45 years. You must've known
that
Koran says that a Mosque ceases to be a Mosque if Namaz is not done
even
once. (Though that does not justify the demolition, you still
cannot
bad
mouth the army. You are Indian. Can you turn down your nationality
for
just one 'mistake'? How many mistakes have you done since you were
young
and how many times has your family disowned you?).
In TamilNadu, if someone throws chappals from within a Mosque at a
Vinayaka procession, they are not apprehended. Instead, the Hindus
are
forced to take a different route and are lathi charged if they
refuse!
That's anti-Hindu isn't it? Still, we don't attempt to hoist black
flags. Because we are more INDIAN than HINDU. There's no 'secondary
citizen card' in India, in any field. The minorities are even
allowed
to
run their own trusts and institutions, besides being given
fundamental
freedom. But all you can think of is Babri Masjid.
For three successive New Year Days, and the 50th Independence Day,
Indians gathered with candles at the border in a move to start a
new
era
of friendship with the Pakistanis. Not a single Pakistani was
allowed
to
come and join the ceremony. Well, they aren't used to being
friendly.
They only know terrorism, kidnapping, and proxy war. You can
practice
real Islam in India or in some other decent Islamic Nation, but not
in
Pakistan. Its our motherland that's given us life, and freedom. If
you
cannot stand it, go to Pakistan and taste your 'freedom'. But take
my
warning: You will be a Mohajir there. Not a Muslim.
VANDE MAATHARAM.

Hi folks,
Read the following lines carefully.
With heartful of regret,
Sriram.

Dear Meenakshi,
Thanks for this forwarded message. We (at least me) have no idea what
the
original article (by Pritish Nandi) was about. In this mail two persons
are
making accusations about something we hear about quite often.
May I know what point are YOU trying to make by forwarding this
message?
thanks,

Dear Friends,
I have seen a mail from Dr.Baskar regarding Indian Map in CNN and ABC.
It is really heart paining news. Our politicians are not at all
bothering
about this one. What we, the common peoples, will do. If you anybody
having
any idea, kindly make it to materialize. I WILL support all your
efforts,
as like all our true Indians.
But onething I want to tell you, no such maps will dilute our GREAT
INDIAN
BREATH.
Raja.

Dear fellow members ..
We regret to announce that we will NOT be able to make arrangements for
lunch from the restaurant as previously offered-for the 22nd
get-together..we didnt have enough number of orders as most of you seem
to prefer home cooked food and have opted to bring your own lunch.
We would like to apologise sincerely to those of you who had availed of
the offer in the first place. hope it doesnt cause too much of
inconvenience. Anyway, let us not make food as the top priority and
spend too much time preparing etc- the idea of the get-together is to
meet everyone and to have a nice time.
Those of you who havent yet confirmed your attendance, please do so at
the earliest.
Regards
Kavitha

Hello everyone
Just a few things about the sunday get-together...
1. it promises to be a fine day, but, IF by any chance it rains, then
the get-together will be cancelled-(i sincerely hope not)
2. We will provide drinks, disposable plates, spoons, etc so you dont
have to worry about those things. Just come and have fun.
3. So far, 23 people have confirmed their attendance and I really
appreciate your promptness and enthusiasm.
4. I will not be reachable at this email id..if there are last minute
changes, or additions, you can however get in touch with me at
pp2k-kmr@asahi-net.or.jp or just call 0298-73-1224 or get in touch with
amit@etl.go.jp
see you all on sunday,at 10 am,then..
regards, Kavitha

Hello everybody,
Here is the speech of our new prime minister
addressed to the nation. The speech is full of convictions and
promises.
All interested may go through it.
Ramesh Thakur
==================================================================
You have given your mandate. The President has decided. Your
Government
has been formed.
Now let us get down to work. The world is
rushing
ahead. It is time for us to leave our petty disputes and differences
behind. It is time, especially, to drop the bitterness of losses and
victories in the election. My Government has begun working, and I urge
all
of you too to get to work. I urge this specially to those who have
been
returned to Parliament. I have spent almost all my working life in and
around Parliament. My heart breaks when I reflect on what it was meant
to
be and what we have made of this great national institution. We must
once
again collectively make it a forum for deliberation and discourse, an
example of civility, of reasoned debate on people's issues. Therefore,
I
appeal to members of Parliament who will be taking their seats soon:
millions and millions of people have placed their trust in you, do
strive
now to make Parliament worthy of those trusting, long suffering millions.
And I urge the people too: you are the masters, the members you have
sent
are here to deliberate on your behalf. Do not now forget these members
till the next elections. And do not let them forget you.
The second point I want to urge
is
even more elemental: Let Us Look Ahead. Other countries are reaching
for
the stars. Not just products, but entire technologies break out every
other year, and are just as swiftly overtaken by still newer ones. This
is
the world we have to face. We cannot cut ourselves off from it. Those
nations that aretechnologically and economically stronger
are dominating the world. None of us can tolerate India being consigned
to
mediocrity. And why should we? We have all the resources we need.
India
has world-class talent. Indians are in the forefront of new
technologies
the world over; in India too, as new avenues have opened up-the
software
industry, space research, new information and communication
technologies-our young women and men have moved in swiftly. That is
the
way I want all of us to look at the future: with confidence. It is but
natural that in the turbulence of world markets, in the new emerging
regime
of the World Trade Organization, our principal responsibility should be
to
safeguard and promote the country's interests. There is no need to be
shy
in this regard-that is what governments the world over, are pursuing in
the
era of globalization. Promoting the country's interests, strengthening
its
own abilities does not mean isolating ourselves from the world. It
means
meeting its challenges after thorough preparation. And a major part of
the
preparation, to which my Government is deeply committed, is speedy
internal
liberalization of the economy, freeing it from all the growth-hindering
bureaucratic and governmental controls. Therefore, let us not fear
the
new regimes of trade. Let us put them to work. It is right that we
should
raise our voice when products that are generic to India-haldi,
basmati-
should be patented abroad. But the real remedy is to take all those
initiatives that will enable India and Indians to overtake others in
acquiring world-class patents. That is how my Government will view the
new
economic order, and that is how I believe all of us should face it.
I am reminded of what Sri Ramakrishna
Paramhamsa told an aspirant: Life is like a boat, he said; the natural
place for it to be is on water; but one cannot let water enter the
boat,
and drown it. That is what my colleagues and I mean by Swadeshi: the
natural place for the country to be is in the world, but we are not to
let
the powerful currents now rocking world markets to drown us. Instead,
we
are to put those very currents to work in our favour. Let us,
therefore,
make the boat of our national economy stronger and sturdier. Let us do
it
in the shortest possible timeframe by unleashing the productive energies
of
Indian people. And let us accomplish this challenge by eradicating
poverty
and unemployment at the earliest. In a word, step over the past, and
grasp
the future. To do so, there is but one mantra: Let Us Work Together.
If
we keep blocking each other, how can the country progress? Let us break
out
of this destructive habit. During our glorious Freedom Struggle,
patriotism meant going to jail, it meant struggle and sacrifice. In
today's
context, patriotism can only mean working hard, working honestly and
working together. I appeal to one and all-to fellow politicians as well
as
to ordinary people-to rise to this higher challenge of patriotism.
Among
the things that keep us from joining hands and working together is the
unfortunate turn our public life has taken. Democratic contest has
given
way to perpetual confrontation. Yet, the very force of circumstances
in
the nation's polity has created an atmosphere of cooperation and
coalition-building. The politics of negativism and untouchability has
run
its course. Our mad race to pull each other down by fair means and foul
has
sullied the image of India in the eyes of the world. It has spread
fear
and caste and communal divisiveness in society. I sincerely feel that
we,
as a nation, must give up this harmful path of confrontation. Ours is
an
ancient civilization. It has been built on consensus, on persuasion,
on
not mere tolerance. It has been built on an active and deep respect
for
the faiths and practices of all. Our sages say, "Akashaat patitam thoyam,
yad gachchati saagaram, Sarva devam namaskaram, Keshavam prati
gachchati"
(Just as drops of rain falling on varied places, all gather in streams
and
flow to the one Sea, so also all worship leads to the same Divinity.)
The
Tamil savant Thirumoolar proclaims in his "Thirumandiram": "Ondre
kulam,
Orvane devan" (We are all of one clan, and there is but one God). In
the
Indian perspective, this is the only valid meaning of secularism. My
Government is unequivocally committed to this concept of secularism.
My
colleagues and I have been nurtured in this tradition. We treasure it.
It
is by this tradition that we shall recreate the spirit which was the
hallmark of the Freedom Struggle-persons of all religions, all regions,
all
professions working together to create a strong, confident, resurgent
India.
As we approach the dawn of a new century
and
a new millennium, the mission of India's national renewal beckons us
all:
the Government and the people alike. As the first imperative, we must
restore the credibility of public life and public institutions, making
them once again reliable and independent pillars of State. The
second
key is to mobilize talent-at all levels, from all corners of society. I
still remember the thrill that every Indian felt fifty years ago when
our
country won Independence. Every Indian felt we were set on a great
adventure. And for a while, talent of the highest order was in fact
galvanized for reconstructing our country. That air of excitement,
that gathering up of talent is what I want to recreate. My Government
shall reach out to talent across the country. It shall strive to create
a
new work culture, a world-class working environment so that the best
remain
here to build our country, so that those who are now working elsewhere
return, and put their prodigious acumen to work for their country. While
I
do not want to talk of policies and programmes today, there are five
goals
that I do want to place before you - they are close to my heart, they
are
goals which my Government shall go all out to achieve: My Government
is
determined to take steps which will help us double our food production,
and make India hunger-free, in ten years. It is indeed alarming that
the
per capita availability of foodgrains, which is already abysmal, has
been
decreasing. It is a matter of grave concern; My Government is committed
to
rapid expansion and improvement of India's social infrastructure --
drinking water, housing, education, health-care and sanitation. In
particular, we shall provide within five years safe drinking water to
every settlement in the country. My Government is committed to rapid
expansion and improvement of India's physical infrastructure -- power,
oil,
petroleum and renewable sources of energy, roads, transport, ports,
airports, telecommunications and financial services -- so that they
work
both as engines of growth and employment generation. My Government
shall
unveil a National Water Policy so that no water goes waste, and also
so
that our country, which has always revered their sacred waters, cleans
up
all its water resources. My Government will strive hard to make India
a
global Information Technology power -- specifically, make India one of
the
largest generators and exporters of software in the world -- within ten
years; In this sacred national mission, I invite the most active
participation of our hard-working kisans, workers, teachers, government
employees, lawyers, doctors, engineers, traders, businessmen-in short,
people in all professions. We shall aim, in particular, at equipping
the
weakest sections of society to participate in this adventure: I have in
mind especially members of Scheduled Castes and Tribes, of minorities
who
may be poor. It has been quite rightly said that many have used these
sections as vote banks, but they have left their real problems exactly
as
they were: inadequate education, malnutrition, and the rest. The
counter-example, the one I want the country to follow, is provided by
the
life and career of Dr. Babasaheb Ambedkar: a benevolent Rajah spots
the
sparkling talent in this little child; he and others assist the child
to
study, to struggle, to excel; and see the heights he scaled. A good
project
was initiated during Shri Rajiv Gandhi's tenure to locate the brightest
children from among the poorest sections, and to set up the very best
schools for them. Like so many good ideas, the scheme has languished. I
am
particularly anxious to revive it, and to multiply it twenty-fold. In
many
ways the position of women is even more precarious, and it is pivotal
to
our future. A country cannot even be said to be progressing if one-half
of
its population remains disadvantaged. In any case, it just can't
progress:
every study has identified female literacy, female health as the keys
that
determine so much else. Doubling female literacy within ten years,
vastly
improving medical care for daughters and mothers, protecting the
self-respect of women, empowering them politically through reservation
in
Parliament and State Assemblies-these are not just goals that my
Government
shall work towards, these are goals which I shall personally monitor.
Another major area of focus will be restructuring of Centre-State
relations. I am particularly keen to decentralise financial and
administrative powers to the States-just as the license-quota raj
choked
the initiative of individuals, centralizing decisions and functions in
Delhi has choked the initiative at all levels of governance. As a
first
step, the Government shall urgently devise legal and executive changes
so
that decisions can be taken directly by the States in regard to sectors
such as Power. Even in regard to Foreign Direct Investment -- upto,
say,
Rs. 1,500 crores. In such areas, I believe, the task of the Central
Government is to lay down guidelines. As long as any proposal conforms
to
those guidelines, decisions regarding the project are properly within
the
province of the States themselves. We will ensure that Chief Ministers
and
their ministerial colleagues do not have to trudge to Delhi every now
and
then to seek routine clearances or for unnecessary discussions. I do
want
to add one word for our neighbors. One of the fine accomplishments of
the
last few years is that relations with almost all our neighbors have
improved. My Government will strain every nerve to accelerate this trend.
We are determined to be friends with all-and precisely because we happen
to
be the larger country, we shall be all the more sensitive to the
aspirations and needs of our neighbors. That applies to Pakistan as
much
as to our other neighbors. Our relations have been and are bedeviled
by
needless tensions. But our lives are intertwined. I believe that a
happy
and prosperous Pakistan will benefit the entire subcontinent, India in
particular. Whenever there is the slightest opportunity to improve our
relations with Islamabad, my Government will go the extra mile. I
have
deliberately talked to you about these general things, and not about
specific programmes. In part because there will be occasions enough for
spelling out the programmes. But also because I believe that we are
being
held back not by one wrong policy, but because of the wrong habits of
thought and discourse which we have slid into. Attend to these, and the
advances will follow as a matter of course. Remember the teaching of
our
sages: one can serve the Motherland wherever one is, one does not
require
some exalted position to do so. If you are a student, excel in your
studies; if you save, save some more; if you run a bloodbank, run it as
you
would a place of worship. Exert to the utmost, excel-yogah karmasu
kaushalam. And every bit of good you do, dedicate to the Motherland. Be
that little squirrel who helped Lord Rama build the sethubandhan-the
bridge
across the Ocean of Challenge-by fetching one particle of sand, and
then
another.
Sarve bhavantu sukhinah
Sarve santu niramayah
Sarve bhadrani pasyantu
Ma kashit dukha bhag bhavet!
May all enjoy good health
May all dwell in happiness
May all be blessed by
auspiciousness
May no one encounter distress
May this Government be an instrument for realizing this ancient
prayer of our sages.
Vande Mataram!

Sorry Kavitha-san,
I could not attend that the Indonet get together.
Hope it was excellent. It may sound phony because of
my previous record but I am still not well from the
same sickness which hit you and KK-san sometime back-
the great Jp-flu during study tour.
In any case, I submit my personal apologies.
With regards
