*YOU DESU is used to say how a thing appears based on evidence
*RASHII DESU and MITAI DESU is used just to say how a thing appears to you

Saying What OUGHT/ IS SUPPOSED To Be

V-Plain I-Adj NA-Adj Noun + NO

+ HAZU DA {pol. HAZU DESU}

*HAZU = noun meaning "expectation"

1. Sorosoro TOUCHAKU SURU HAZU desu
He is SUPPOSED TO LAND soon--Trunks #28-119-1
2. Daitai Saiya-jin wa subete KUROKAMI NO HAZU da...
Saiyans are SUPPOSED TO BE all BLACK-HAIRED... --Vegeta #28-115-2

**To form negative, either

1. negate the verbal, i.e. the stuff before HAZU, or

"It is not supposed to"

2. add WA/GA NAI after HAZU.

"No way such-and-such" / "It's impossible that ~"
1. Kisama ga Saiya-jin DE ARU HAZU GA NAI daro!
IT'S IMPOSSIBLE that you ARE a Saiyan! --Vegeta #28-115-2
