Hotaru/SailorSaturn
Hotaru is a very weak frail girl who's father is Professor Tomoe. He was working for the Death Busters trying to awaken Mistress9, (this incarnation was inside of Hotaru). They had been performing many experiments on Hotaru which is why she was so sickly. Hotaru, as it turns out is part of the Outer Senshi:

Because of how weak she seemed, some people didn't realize how much power she actually had. SailorSaturn is the Senshei of Ruin and can destroy entire planets!! This is why the Outer Senshei were called to stop her awakening. After the evil was repelled, Hotaru was reborn again as a baby. The other Outer Senshi toke the responsibilty of raising her, becoming parents to her. When evil arose again, Hotaru suddenly starts growing rapidly and regains all her memories. This happens so she can help protect the Prince and Princess. She also gives all the Senshi's new powers.
