More than right size makes city stimulating

In the same vein as pinhead dancing, it is a common pastime of politicians at the municipal and provincial level to determine the optimum size of a municipality. Toronto is leaning to the megalopolis, Québec talks from time to time about merging municipalities and at least one former Montréal mayor talked of "Une île, une ville".

Such discussions, though possibly intellectually stimulating, neglect several factors other than size that make municipalities such as Westmount, great cities in which to live.

An informed and involved electorate. It is very tempting for members of Westmount Council to graciously accept credit for much of what emanates from our constituents, but if the truth were known, many of the enduring decisions which are a source of pride to Westmounters originated with individuals, or citizen groups.

Perhaps councillors should take some credit for listening, accepting dissenting opinions from the public, and admitting mistakes.

Although not always appreciated by us when we have to make changes and alterations to our houses, successive Architectural and Planning Commission members all architects who live and/or work in Westmount, have contributed significantly to the beauty and charm of our city.

A competent administration. Bruce St.Louis and his team of managers have consistently demonstrated their skill in delivering high quality cost-efficient services to our citizens. Council recognizes that the interface between citizens and employees serving them directly, though excellent most of the time, could be improved. Citizens do not always know the way through the maze of city hall, and first-line employees will have to take greater care to help them through it. This is not a great problem and we are working on it.

A low tax rate. Despite the high level of service, Westmounters enjoy one of the lowest mill rates on the island. This is due to several factors: a) - High density population. This makes for a compact community of about three square kilometres, relatively easy to service, despite the added cost of snow clearance in winter because of the hills. b) - Our own electrical utility. The profit from this operation subsidizes our tax bills at the rate of a million to a million and a half dollars per year. In addition to competent management, this is also a function of a dense population, reducing the cost of maintaining power lines of considerable length. c) - An observent council, an efficient administration and an interested electorate.

A dedicated staff. We have been through a difficult time in updating facilities for our protective services.

The fact of the matter is, even if they worked out of a tent, services would be maintained, because these are professionals, but it is our belief that, while not providing them with luxurious workplace, we should ensure that they enjoy comfortable surroundings and courtesy from their employer in the place that they spend a third of their hours.

Most of our employees do not live in Westmount, but feel that they are a part of our community. This is as it should be, if we wish our citizens to receive courteous, prompt service from them.
