MISSION
The Mission of the
National Police Cadet Corps is to develop its cadets into caring
and responsible citizens.
BELIEFS
In accordance with
our Mission and observing our objectives, we believe that our
association with the National Police Cadet Corps will:
- Ensure
our growth by exposing us to a challenging environment,
which, in turn, will imbibe us with leadership qualities,
a strong character and civic, social and moral values.
- Enlighten
us on the role of the Singapore Police Force, help to
build a stronger bond of friendship with them, and so
lead to a safer place for all in the country.
- As part of a
culture that encourages us to treat fellow cadets with
respect, courtesy and tact, teach us to extend the
same care and concern to others.
- As a result
of our identification with the singapore police force, teach
us to adopt its tradition of high standards of
performance, commitment to duty and service, to seek to
excel and to face up to challenge.
HISTORY OF NPCC
The National
Police Cadet Corps (NPCC) was formed in 1961. It was then called
the Police Cadet Corps(PCC). The rationale for its formation is
summarised in the paragraphs that follow.
In the fifties,
the greater part of the population in Singapore was made up of
young people and it was felt that a close understanding and
relationship should be built between the Police and youths. The
role of the Corps was to:
- make them
aware of the role of the Police Force, its organisations
and functions;
- mould them
into good and respectable citizens;
- get them to
regard the Policemen as friends;
- encourage to
support the Police in its fight against crime;
- encourage
them to make a career in the Republic of Singapore Police
(RSP).
A Police Cadet
Corps Unit was first set up in Bartley Secondary School with 30
cadets and one officer as a Pilot Scheme in 1959. The officer was
Mr Victor Seah, who was then a teacher at Bartley Secondary
School and a Volunteer Officer with the Special Constabulary.
With the success
of the Pilot Scheme in Bartley Secondary School, it was decided
to expand the Police Cadet Corps. On 2 June 1961, the Police
Cadet Corps Ordinance was enacted allowing for the setting up of
PCC Units in all Secondary Schools in Singapore.
In 1964, the
Police Cadet Corps opened its doors to girls and the first 2
Girls' Units were formed at Raffles Girls Secondary School and
Sang Nila Utama Secondary School.
In 1969, the
Police Cadet Corps integrated with the Army, Sea and Air Cadet
Corps and the Police Cadet Corps was renamed the National Cadet
Corps (Police).
With the division
of the Ministry of Interior and Defence into two Ministries , viz
the Ministry of Defence and the Ministry of Home Affairs in 1971,
the NCC (Police) was renamed the National Police Cadet Corps
(NPCC). An additional role for the NPCC was to prepare male
cadets for National Service.
In 1972, NPCC
members who wore the grey and khaki uniforms changed to the
present blue in line with the parent body.
In 1974, the NPCC
Council was established by Act of Parliament, and on 1 April
1975, the Council was inaugurated by the Minister of Education.
Assoc Prof Lawrence Chia was appointed Chairman of the first
Council. The Council consists of representatives from the
Ministry of Education, the Republic of Singapore Police and
School Principals.
In 1975, the NPCC
Units were grouped into 16 Areas. The grouping of schools into
four zones is in line with the MOE's demarcation. Units in the
zones are grouped into Areas under the supervision of Assistant
Commandants Area. Each area has six to eight schools and to-date
there are 20 Areas.
OBJECTIVES OF THE NPCC
The objectives of
the NPCC are:
to complement the
cadets' academic education by providing the cadets with healthy
group interaction and activities to develop their mental
alertness, physical bearing, fitness, discipline and a more
rounded personality.
to develop in the
cadets the qualities of self-reliance, resilience and good
character viz:
courtesy, integrity, obedience to law and order, civic
consciousness and public spiritedness and the sense of
responsibility and qualities of leadership.
to inculate in the
cadets a loyalty to the Group, Corps and State.
to imbue in them
an awareness of their citizen's responsibilty towards:
the welfare
security of the State
the maintenance of
law and order; and
to prepare the
boys for, and to cultivate in them the right attitude towards,
National Service.
NPCC PLEDGE
"We the
members of the NPCC, do here and now solemnly and sincerely
pledge that:
- We will
always bear true faith and allegiance to the President
and our Republic of Singapore.
- We will
always be loyal and true to our country, our people and
the government.
- We will
always be prepared to serve our country and community.
- We will
always preserve the peace and uphold the law"
