CONSTITUTING THE DEPARTMENT OF ENERGY NEW AND RENEWABLE ENERGY CONTRACTS NEGOTIATING PANEL

 

In the interest of the service and in order to institutionalized and provide procedural guidelines in the negotiations/approval of contracts involving New and Renewable Energy, and the pertinent constitutional provisions and existing circulars, rules and regulations thereon, the following Department of Energy New and Renewable Energy Contracts Negotiating Panel is hereby constituted as follows:

 

Department of Energy (DOE) New and Renewable Contracts Negotiations Panel

 

Assistant Secretary for Operations – Chairman

 

Director, Energy Utilization Management Bureau – Co-Chairman

 

Assistant Director, Energy Utilization Management Bureau – Member

 

Chief, Non-Conventional Energy Division – Member

 

Chief, Mini-Hydro Division – Member (for Mini-Hydro Contract Applications)

 

Chief, Compliance Division – Member

 

Representative, Office of the Legal Counsel – Member

 

The Non-Conventional Energy Division shall be responsible for the flow of documents from receipt of application to processing by the various panel members for technical, financial and legal evaluation.  It is hereby directed that henceforth, all contract applications involving New and Renewable Energy shall be examined, evaluated and reviewed by the DOE New and Renewable Energy Contracts Negotiating Panel which is hereby directed and authorized to negotiate with the applicants, the terms and conditions of contracts pursuant to existing constitutional provisions and applicable laws, rules and regulations.
