Department Order No. DO 2005-05-005
AMENDING SECTION 1 OF DEPARTMENT ORDER NO. DO 2005-02-001 AND APPOINTING MR. CEDRIC BAGTAS TO THE INDEPENDENT OIL DEREGULATION LAW REVIEW COMMITTEE
WHEREAS, on 28 February 2005, by virtue of Department Order No. DO 2005-02-001 (the “Department Order”), the Secretary of Energy created an independent committee (the “Committee”) to review the provisions and implementation of Republic Act No. 8479, otherwise known as the “Downstream Oil Industry Deregulation Act of 1998” (the “Act”);
WHEREAS, pursuant to Section 1 of the Department Order, the Committee is composed of five (5) members, all professionals coming from the private sector who are knowledgeable and experienced in the downstream oil industry;
WHEREAS, for a comprehensive review of the Act and its impact on end-users and other industries, there is a need for the active participation of and valuable insights from other sectors in the workings of the Committee;
WHEREAS, the labor sector is one of the primary sectors directly affected by the implementation of the Act and needs to be represented in the Committee;
NOW, THEREFORE, in consideration of the aforementioned premises, Section 1 of Department Order No. DO 2005-02-001 is hereby amended and the Independent Oil Deregulation Law Review Committee shall henceforth be composed of six (6) members to include one (1) representative from the labor sector. In this regard, Mr. CEDRIC BAGTAS, Deputy General Secretary of the Trade Union Congress of the Philippines (TUCP), is hereby appointed as the sixth (6th) member of the Independent Oil Deregulation Law Review Committee effective upon the issuance of this Department Order. All other terms and provisions of Department Order No. DO 2005-02-001 shall remain in effect until amended, modified or otherwise revoked by the Secretary of Energy.
This Department Order shall take effect immediately.
