The amendments to HB562 can be summarized as follows:
o Language will remain in the law that addresses "severe" injury
o A dangerous or potentially dangerous dog will not be permitted to be tied in the open bed of a pick up truck.  Also, the tethering language will only pertain to dangerous or potentially dangerous dogs.
o Language will be included that allows and the dog owner the ability to appeal the decision to a higher court
o Language will be included that states if the problem was caused as a result of assault, wound, willful trespass or if the dog was provoked, abused or was protecting its kennel or offspring, the dog will not be deemed dangerous. (So owners of "hero" dogs can't be sued by would-be burglars!)
o The word "dangerous" will be removed from the sentence that prohibits breed bans.  (We want all dogs to be protected, not just dangerous ones!)

Tips for a successful hearing:

Don't be intimidated by the thought of approaching elected officials.  Most elected officials seek ways to make contact with their constituents.

Be consise.  Your message should be short and direct.  It is fine to express your personal opinion, or exactly how this law will affect you.  If you are one of thousands who have been negatively impacted, prepare a short speech (about 3 minutes) or letter (about one or two pages) identifying the problem (unfairly prosecuted, my dog never bothered anyone yet was taken away, moved here only to find my loving dog was suddenly illegal, kids heartbroken, my property taken for no good reason, etc.)

Bring 35 copies of testimony and your accompanying material. 


Be honest.
  If you testify it is very likely that you will be asked to "speak from the heart" and not from your notes. 

Identify your bill or position clearly.  Make sure you state that you are here to support HB 562 with its amendments.

Check your bill's status constantly.  We will also do our best to keep this website up to date with the latest information.  Also check here for information from the Maryland Legislature website about HB562.

Keep things friendly and polite.

Avoid party politics.  The dogs need support from both sides of the aisle!

Arrive before 12 noon if you plan to testify in order to sign up.  Hearings begin at 1 pm, but it is not known exactly when the testimony on the bill will be heard.  Consider car pooling. Parking is difficult.  You can park in the Navy Stadium parking lot and take the trolley to the Lowe House Office Building (the trolley driver will know where to let you off if you let him/her know where you need to go).  Bring a power bar or something, we may be there a while.  Directions to the Navy Stadium parking lot can be generated back at the home page.

Please attend!
  Your presence is needed desperately!  Even if you don't feel comfortable testifying, we NEED you there to stand up for your dog, or your friend's dog -- even if you don't speak.  People are planning to take time off from work because, very simply, this is so very important to them.
