ARTICLE VIII     Activities & Awards

   A.  The Lodge Executive Committee shall be responsible for scheduling all lodge level events.  These shall be any event supported by the staff and funds of the lodge.  Chapters shall be responsible for activities not scaled to the total lodge memberships.
   B.  The Lodge Executive Committee shall meet as often as necessary: or on call of the Lodge Chief in consultation with the Lay Advisor in a time and place designated by the chief.
        1.  Meetings of the lodge will be conducted at the two yearly conclaves, and the Winter Conference: and any other time that the lodge is together with more than 40 percent of the active membership present.
   C.  Chapter meetings will be held on call of the Chapter Chief, at his designation.
         1.  Chapters will be responsible for carrying out programs independent of the lodge.  Such programs must not conflict with the policies of the OA, or Boy  Scouts of America; and should be reported on at the next executive committee  meeting.
         2.  Elections of Chapter officers, their replacement, activities, dance and  ceremonial teams and any other functions not specifically governed by these rules are the responsibility of the chapters.
   D.  The Lodge Distinguished Service Award may be presented to members of the lodge with records of outstanding service to the lodge.
         1.  Recipients of the award will be determined by a committee of all available  Chapter Chiefs and Vigil and Honors Chairman during the Fall Conclave.  Voting  will be by a simple majority.  The Lodge Chief may be called on to break a tie vote.  Vigil and Honors Chairman Advisor will be present at the meeting.
         2.  The distinction will be awarded before the end of the Fall Banquet.
         3.  The number of recipients of this award will be calculated using the same criteria  as that utilized for the number of Vigil candidates.  i.e.. (1 for every 50 registered  lodge members) with a minimum allowable being seven (7) regardless to lodge size.
   E.  Distinguished Service Award Patch
         1.  A Distinguished Service Award Patch will be presented to each recipient of the  honor.
         2.  These patches will be presented starting in 1983.
         3.  The design of the patch may remain constant or change with each loom production.
              a.  The Distinguished Service Award Committee will decide on the design of future patches.
              b.  Approval of financial funds for new loom production must be obtained from the lodge executive committee.
         4.  One (1) patch will be given to the recipient.  Purchase price for the second  patch of the first loom production will be $2.00.  Purchase price will be  re-evaluated whenever another loom is purchased.
         5.  Each time a person is presented with the Distinguished Service Award, he is  entitled to patches described in paragraph four.
         6.  Record of patch distribution will be kept by the Distinguished Service Award  Committee with the master file kept by the Vigil and Honor Chairman.
         7.  Previous recipients of the award may not receive patches for the award.
              a.  There will be no exceptions made to procedure of claiming retroactive   patches.
              b.  In order to qualify, the Arrowman must be in good standing in the lodge and with a current dues card.

ARTICLE IX     Ratification & Amendment
   A.  These rules shall be adopted and ratified on the approval of the Lodge Executive Committee: then taken before a
   meeting of the lodge and ratified by a 2/3 majority vote.
   B.  Amendments may be offered by any member of the lodge, providing that such proposals have first been
   considered by the Executive Committee before being offered to the chapters for study by all members.  Amendments
   will be adopted by a 2/3 majority vote at a meeting of the lodge.
   C.  Revision of the rules and regulations may be made on appointment of the lodge executive committee and will be
   subject to approval as stated in Section A.

   
ARTICLE X     Impeachment of Officers

   A.  The lodge executive committee shall have the power of impeachment over all lodge officers.  This committee shall
   also have the power to impeach the Lodge Chief, within the constraints of this article, this article be interpreted as the
   power of impeachment, without lodge membership approval.  It is felt that public discussion of these matters be kept to
   a minimum.
         1.  The lodge executive committee may impeach any one of the elected officers,  excepting the lodge chief, by
   obtaining a 2/3 vote of all committee members, the  individual being considered for impeachment shall be given the
   opportunity to be in  attendance and discuss the concerns against him.  A vote will be taken by written  ballot of all
   committee members, with the lodge advisor and/or staff advisor acting  as election officials.  Members of the committee
   not present, will be polled for  their verbal vote, under waiver of notice provisions.
         2.  The impeachment of the Lodge Chief may be initiated in either of the following:
              a.  A petition containing at least 51% of the signatures of the voting members of the general lodge membership
   shall be presented to the lodge advisor and/or staff advisor.  Upon a vote of continuance, the lodge executive
   committee will meet and discuss the petition within 30 days, in a closed session with the Lodge Advisor and/or staff
   advisor present, a written ballot will be cast at the end of this meeting, with no further provisions being allowed for
   continuing this action.  A 2/3 majority vote of the lodge executive committee will be required to complete the
   impeachment of the Lodge Chief, the incumbent lodge chief will have the opportunity to address the Lodge Executive
   Committee when he is called to do so, or when he or his representative requests the committee attention.  Either the
   incumbent Lodge Chief or his representative may address the Lodge Executive Committee regarding the situation.
              b.  The Scout Executive, Lodge Advisor, and Staff Advisor may issue a joint statement to the Lodge Executive
   Committee recommending that  impeachment of the Lodge Chief be considered, in this instance, it will be   understood
   that supportive data may or may not be forwarded with the request, and that such a request will not be made unless a
   serious condition   exists.  This action will automatically require a vote of the Lodge Executive Committee, during
   closed session, with the Lodge Advisor and/or Staff   Advisor present, a 2/3 majority vote will be required to
   complete    impeachment.  The incumbent Lodge Chief will have the same attendance rights as those under section 2
   (a) of this article.
              c.  Upon receipt of written requests from 51% of the Lodge Executive Committee members, the Lodge
   Advisor and/or Staff Advisor will contact   the Lodge 1st Vice Chief regarding consideration of impeachment of the
   Lodge Chief, the meeting regarding this instance will be in accordance with those set forth in section 2 (a) of this article.

         3.  The Lodge 1st Vice Chief will assume the role of chairman of the Lodge  Executive Committee in the situation
   where impeachment of the Lodge Chief is  being considered.  The Lodge 1st Vice Chief will remain in this capacity
   until a decision has been reached, either to remove the Lodge Chief from office, or drop any further proceedings.  If
   proceedings are dropped, all comment shall be expunged from lodge records regarding the proceedings.
              a.  Telephone calls by the lodge officers, Lodge Advisor and/or Staff   Advisor may be utilized if the required
   Lodge Executive Committee members are not present.  The use of `Waiver of notice`, in regard to the   vote, will be
   followed by written correspondence, when time permits.
   B.  Upon the impeachment of any elected officials or appointed officer, other than the Lodge Chief, the chairman of the
   Lodge Executive Committee, with the advice of the Lodge Advisor and/or Staff Advisor, shall immediately appoint a
   replacement: subject to the approval of the Lodge Executive Committee, appointments to these positions will be in
   accordance with Article VII, A, 2(b) of AG-IM rules and regulations.
