- Dispersion, coupled with what seems likely to be increased importance for actions by smaller groups of combatants, will require the lowest tactical level to operate autonomously on the basis of the operational commander's intent.
- Dispersion, coupled with increased tempo, will decrease dependence on centralized logistics. Stand-off attack systems from the air and sea will increasingly augment responsive land-based fires.
- Mass will not be an overwhelming factor. In fact, mass will be a disadvantage as it will be easy to target. Smaller, highly maneuverable, agile formations will tend to dominate.
