In response to dismal psycho-historical and Cliometrical forecasts of the probability of Terragen Confederation survival at the 100 and 500 year horizons, Project Land Rush has already established non-digital, non-polluting colonies on several promising, and currently "under-utilized," biospheres. Such colonies, if discovered, will cost Clan Terragen dearly. In a worst case scenario, the G.I.M. could order extermination of the entire Human species as incorrigible ecological vandals.
Establishment of Gray colonies offers several advantages over colonies on under-utilized planetary biospheres, and has already been undertaken. Advantages include the fact that Gray colonies break no existing Tradition --certainly no ecological Traditions or regulations. Gray colonies also directly increase the probability of Human and Client species sovereignty and survival at the 100 and 500 year horizons. Hidden arcologies have the additional advantages of allowing the colonists to maintain highly technological civilizations while continuing to foster the Clan specialty in terraforming and environmental remediation.
