ELECTIONS OF HEREDITARY
PEERS
UNDER THE HOUSE OF LORDS ACT 1999
Under the House of Lords Act 1999 there are, in the 1999/2000 session and subsequent sessions of Parliament, 92 hereditary peers entitled to sit and vote in the House of Lords.
The structure of the changes was as follows. Two hereditary peers remained without having to stand for election, those who held the titles of Earl Marshal and Lord Great Chamberlain, who have a central role in the Opening of Parliament ceremony. The current holders of these titles are the Duke of Norfolk (C) and the Marquess of Cholmondeley (XB) respectively.
The other ninety peers had to stand for election.
OFFICE HOLDERS' ELECTION
27 and 28 September 1999
The Office Holders' Election had fifteen seats available. The winners of these seats were designed to hold offices such as Deputy Speakerships and committee chairs.
Electoral System: Each peer had to mark fifteen preferences on the ballot paper for the vote to be counted. Each of the fifteen preferences counted one vote, and the fifteen peers with the most votes were elected. The preferences were there to decide the order in the event of a tie. The whole House was eligible to vote in this election.

PARTY GROUP ELECTIONS
3 and 4 October 1999
The remaining 75 hereditary peers were elected by their own party groups as follows. The seats available for each party are divided pro rata to the strength of the parties among hereditary peers so all peers have an equal chance of election. The electorate is limited to hereditary peers taking each party whip. The electoral system is the same as before, with peers having to mark as many preferences as there are seats available.

*The tie between Lords Kennet and Kilbracken was decided by the drawing of lots, both peers having obtained the same preferences.
DEVELOPMENTS SINCE 5 November 1999:
Two peers elected in the crossbench section of the elections, Baroness Wharton and the Earl of Carnarvon, have died since the elections; their places were taken by the runners-up in that election, Lord Cobbold and Lord Chorley.
