Sergeant T.J. Hooker, a former detective, takes to the streets as a beat cop after his partner Johnny is killed, wishing to clear the streets of the kind of scum responsible for his friend's death. Returning to the same academy he trained in, Hooker makes it his personal responsibility to instill sound moral values and theories of proper police work in the cadets. Stacy Sheridan, daughter of the academy's captain, is Hooker's godchild, and he has taken her under his wing. He is also fiercely protective of his partner, officer Vince Romano, a young cadet from South Philly who joins Hooker as the other half of 4Adam30. Their partnership is filled with good-natured banter and the occasional misunderstanding. Hooker is a divorced father of two daughters (Chrissy & Cathy) and a son (Tommy), who live with their mother Frances in Oregon. He lives alone in a dreary, box-filled hotel room which Romano feels is too close to squalor for the detective-turned-street cop. However, Hooker is content to remain there, making bad coffee and cavorting with his bikini-clad neighbors who do things like borrow his bathrobe and use his exercise equipment -- but are strictly platonic acquaintances. With a sordid past and a way with the ladies, Hooker does what he can to keep the streets clean. His selfless devotion to the practice of police work sometimes clashes with the wishes of Captain Sheridan, and even with Hooker's fellow officers. This doesn't keep him from being one of the most well-respected officers on the entire LCPD force, however.
