Dear Mr. Buho Terco,

Your letter regarding the current situation in Argentina and the attempt of the WOSM Association to gain control of the Movement there was sent on to me by a friend in Argentina.

On behalf of the World Federation of Independent Scouts (WFIS) to which BPSA Argentina belongs, I would like to sincerely thank you for your support of independent Scouting in your Country. I know from personal experience how hard, and dangerous, it is to speak out against the WOSM. It is a brave thing you have done, and I extend a very firm left hand to you!

In January of this year the WFIS held talks with Dr. Eduardo Missoni, the President of the WOSM in Geneva. These talks were not about amalgamation, but about acceptance, and recognition, of each other. Dr. Missoni grew up in Italy, and saw first hand how different associations, from different world federations, could work well together.

In my letter of fraternal greetings to him, that was read at the beginning of the meeting, I, refering to a speech of his, wrote:

"You state that the Centenary in 2007 is the time for a new start. You are completely right of course; it is indeed the perfect time for a new start. This should be the time that Brother Scouts should no longer refuse to recognize each other. This should be the time that one Scout Association should no longer attempt to sue in a court of law, a brother association out of existence simply because they belong to a different Association. This should be the time that we realize that WOSM and WFIS are not enemies, but that they in fact compliment each other, yet realizing that each are different. This should be the time that we learn to work together for the benefit of the youth of the World."

This is what I believe, and this is what I understand Dr.. Missoni believes. However, I should tell you that Dr. Missoni was disciplined by the WOSM World Council for holding talks with the WFIS, and ordered not to do so again. We do not know why the WOSM are so scared of the independents.

I cannot tell you how important it is that you win this fight in Argentina, and gain recognition for ALL Scouts, regardless of what badges they wear on their uniforms, or what colour their uniforms are. B-P’s definition of a Scout is “anyone who makes the Promise and abides by the Scout Law”. Laws and Rules issued by a Government can never change what B-P said, and Governments must be made to understand that.

Querido Hermano "Buho Terco"

Tu editorial relativa a la situación actual de Argentina y el intento de la Asociación afiliada a la OMMS de tomar el control del Movimiento llegó a mis manos de parte de mis amigos argentinos.

En representación de la Federación Mundial de Scouts Independientes (WFIS por sus siglas en inglés) a la cual Argentina pertenece, me gustaría , sinceramente agradecerles por su apoyo al Escultismo Independiente en su país. Sé por mi experiencia personal qué arriesgado y difícil es pronunciarse comentarios adversos a la OMMS. Es un valiente acto el que usted ha hecho, y lo abrazo con un fuerte apretón de mano izquierda!

En Enero de este año la WFIS mantuvo conversaciones con el Dr. Eduardo Missoni, presidente de la OMMS en Ginebra. Estas tratativas no contemplaron la fusión, sino la aceptación y el reconocimiento del otro. El Dr. Missoni creció en Italia, y vio de primera mano cómo las diferentes Asociaciones, pertenecientes a distintas Federaciones Mundiales podrían trabajar armónicamente en conjunto.

En mi carta de saludo fraternal a él, que fue leída al comienzo de la Reunión, yo escribí, en relación a un discurso que el pronunciara:

" Dices que el Centenario del 2007 es el tiempo de un nuevo comienzo. Por supuesto, estoy totalmente de acuerdo, es un momento perfecto para un nuevo comienzo. Este debe ser el tiempo en que los Hermanos Scouts no se rechacen más el uno al otro.Debe ser la época en la una Asociación Scout, no vaya más a los tribunales para iniciar acciones legales contra una asociación hermana, simplemente por existir y por querer ser scout, y por pertenecer a una Asociación diferente. Debe ser el tiempo en el que comprendamos que la OMMS y la WFIS no son enemigos, sino que se complementan, y reconocen que cada uno es diferente.Debe ser el tiempo en el que aprendamos a trabajar juntos para el beneficio de la Juventud del Mundo"

Esto es lo que yo creo.
Esto es lo que, a mi entender, el Dr. Missoni cree también.
Aún así, debo decir que el Dr.. Missoni recibió un apercibimiento del Consejo Mundial de la OMMS por mantener diálogo con la WFIS, y se le ordenó que no lo volviera a hacer. Realmente, no sabemos por qué la OMMS tiene tanto pánico a los independientes.

No me alcanzan las palabras para decirte lo importante que es ganar esta pelea en Argentina, y obtener reconocimiento para TODOS los Scouts, sin distinción de las insignias que usen en sus uniformes, o el color de los mismos. La Definición de BP del Scout es " todo aquel que formule su Promesa Scout y cumpla la Ley". Las leyes y las reglamentaciones sancionadas por un Gobierno nunca pueden cambiar lo que BP dijo, y los Gobiernos deben comprenderlo
