In a particular religion on my world, there are innumerable
dieties and demi-powers. These demi-powers while not being gods, have a
somewhat divine nature and thus can give spells to "prophet" based on
the amount of followers he has. This prophet can be of any class or race.

These demigods, who act as vassals to the greater gods, are
also able to grant magic in reward for faithful worship but in a
different way. For every twenty-five followers a cult preist of these
demigods gains the the ability to cast one level of clerical
spells. A cult preist with 100 followers for example is able to
cast spells as a fourth level cleric.
These followers must be worshipping the god he intends to get his powers from, he cannot have his followers worshipping Tychas, god of carpentry, and receive his powers from Lashtal, god of suicide.
In lieu of turning undead, cult preists can create magical
talismans when they gain 100 followers. They can craft 1,000 XP
worth of magical items every month. These magical items however
must pertain to their particular demigod or demigoddess. For
example, a cult preist of Stel, goddess of blades, can craft two
daggers +1 during one month, and a cult preist of Rolag, god of
strength can create one pair of gauntlets of ogre power. If a
cult preist of Chatacyl, goddess of cold, wants to create a wand
of frost (worth 6,000 XP) it takes 6 months. Note: all special
weapons and armor take at least one month to create, plus one
month for every additional 1,000 XP. To craft these items cult
preists must spend 10 hours of every day in front of the altar,
praying, performing rituals, and humbly asking their demipower to
fill these items with their essence.
Though cult preists are most often 0 level they can also be
theives, fighters, or bards. Wizards cannot be cult preists as
their devotion lies in their magic. Clerics, rangers, and
paladins cannot be cult preists because they are already commited
to higher powers.
