Overall, Randa is generally a soft-spoken, calm, laid-back person. Normally talkative and joking, she lets people know that there's something wrong by being the exact opposite. A decent sense of humor, although she has the ability to ruin any joke she tells. When she's preoccupied with something, she has a tendency to make sarcastic remarks about it.

Born to a college mathematics professor and a kindergarten teacher, Randa Williams was the younger of twins. She would soon become the family tomboy. She regularly skipped dance lessons to watch the tae kwon do class down the hall, and after begging her mother, joined in the next session. In school, she did reasonably well (3.6 GPA) and graduated high school in the top ten per cent of her class. After her time at UC-Berkeley, Randa was unsure of what to do. After prodding from her sister Claudia, she moved to New York and enrolled in NYU to take the classes she needed to earn her doctorate in chemistry. She completed her studies in late 1996 and moved to Baltimore, along with Claudia, who wanted to be close to Georgetown University.

Once in Baltimore, she was hired by a local laboratory that did tests for a local law firm until she grew tired of being falsely accused of tampering with tests results by a fellow colleague with known disciplinary problems and then applied to the Bureau in hopes of becoming a lab technician there.
