New Salt Lake City
Salt Lake City was once a thriving Mega-city. During the cataclysm, most of Salt Lake City was decimated leaving behind mostly hulks and broken shells of buildings. However, about 65 years ago (38 PA), an expedition from the early Northern Gun, came across the devastated ruins of an ancient Pre-Rifts city. They explored the city, mapping and taking notes, when an odd sight caught their eyes. Early in the afternoon, a blazing fireball from the sky fell to the ground about four or five miles from their location near the edge of the city. They trekked over to the impact sight. The impact area was nearly a half-mile long. They finally reached the smoldering remains of some sort of craft. They setup camp nearby.
The next morning they closely examined the craft, managing to find a gaping hole in the port side it. Once inside they realized that none of them had ever seen a craft quite like this. They managed to salvage the damaged computer core. After further exploration into the foreign craft they found what they thought might be a cargo hold of some kind. They had to cut their way into the hold. They found allot of components which looked electrical in nature and quite a few robots jumbled amongst the electronics. They scavenged as much as they could and after several weeks of close examination and much experimenting, they had five bots reassembled and working. Several days later they had finally managed to decoded the damaged computer core. As far as they could tell, the ship was some sort of supply ship. It was too badly damaged to tell where the ship was from.
Several weeks later they stumbled upon an underground facility about seventy miles to the Southwest. Amazingly, there wasn't that much damage to the facility. As they explored the massive underground complex they found caches of pre-rifts weapons and several vehicles. They also found the remnants of a few dozen glitter boys and a small box with some pre Rifts books and a few small disks. Most astounding of all was a fully functional factory, which only needed a several months of repairs to make it mostly functional again. Also, they managed to repair twelve of the Glitter Boys.
Then, a bright idea hit. Why not use the factory to try to repair the equipment and facilities around Salt Lake? So, they slowly built bots to implement the manufacturing of New Salt Lake City and the large garrison above the factory.
Slowly, over the years many people have found their way to New Salt Lake City. It has become a thriving Mega-city once again, a power to be reckoned with.
As you approach the city you will notice there are numerous farms and lots of light forest. Once you get about five miles from the city you will be able to see the remaining fortified walls of the city. Troops and equipment are rarely seen. Once you get inside the walls you will be able to see many ruined buildings. Most of the city was once made up of MDC material. One noticeable thing is that the roads are extremely large and quite damaged. In the center of town appears to be the destroyed remains of a large Imperial Garrison but this is very misleading, the actual base is now almost completely underground. There are many damaged and destroyed buildings littering various areas around the city on the surface.
The reason the surface of New Salt Lake City is in tatters is because the CS heard rumors of a buildup of many d-bees somewhere to the west. They sent spies and recon teams to gather information about this rumor. Once they confirmed the presence of an apparent massive d-bee buildup they sent squadrons of SF-7 Talons from Lone Star as the first wave in what they thought would be an insignificant strike against d-bees. Through stealth, the first wave was actually very successful in decimating over forty five percent of the surface city through the use of a well-planned surgical strike. However, the next two waves didn’t fare quite as well. The Coalition lost sixteen of their precious SF-7 Talons as well as quite a few Wind Jammers, Death Bringers, SAMMASs and the supporting vehicles and troops. After losing all of these resources the CS decided to ignore New Salt Lake City and concentrate on the objectives at hand.
After the fateful encounter with the Coalition the Imperium decided to leave the upper city as it remains today. The surface of New Salt Lake City is in tatters, roughly seventy percent of the surface city was completely destroyed. The Imperium has since decided to expand New Salt Lake City underground and out of the view of the CS. The city is now almost twenty eight levels deep as well as being many square miles wide for each level.
The city is divided into five underground districts. The districts are Military, Industrial, Residential, Commercial, and the Red Light District. The military district lies west of Camp Williams and continues west toward the pre-rifts underground facilities of the Wendover Range, Desert Test Center and the Dugway Proving Grounds. There is limited access by civilians to the military district. The military district is extremely well guarded. The Industrial section is where they manufacture goods. It is heavily guarded, but not as well as the military district. The residential area is made up of decent sized houses, apartments and barracks. The commercial section intermingles with the red light district. All sorts of goods and services can be bought and sold here. Then there is the red light district. All sorts of drugs, prostitution, alcohol and gambling can be found in the red light district. Drugs, prostitution, alcohol and gambling are all legal.

Education Level:
90% of the Military is Literate. Most of the civilian population is actually well educated and 70% are literate!
The technology level is very high. This is because of the discovery of an Alien technology inside the underground Military complex at the pre rifts facility; Dugway Proving Grounds and through the import of items from the Three Galaxies. The alien technology from the Dugway Proving Grounds is quite advanced and they are still trying unlock all of its secrets.
They have been slowly introducing spies and agents into most of the various major powers. One of the main powers that the Imperium is studying very closely is Triax Industries. Several spies have managed to deeply infiltrate their corporation. The only major power they are currently having a dialogue with is Ishpeming (Northern Gun). The Imperium is on good terms with Northern Gun.
The real problem seems to lie to the North. Somewhere in the states of Idaho, Wyoming, Montana, or even possibly Canada lies a major threat. Some of the recon patrols have reported unknown mechs or creatures pillaging and plundering to the north. The strength and abilities of them are unknown at this time. Several (Raiding Parties?) (Recon Patrols?) etc. of hostiles have penetrated our northern borders. Their intent seems quite hostile. Several small farming communities have been decimated, with the people either killed, captured or whereabouts unknown.
Magic and D-Bees are accepted and liked. They don't want any spies or vampires to infiltrate their society so foreigners are watched very closely and usually scanned by psychics and mages. The Coalition is extremely disliked. Northern Gun is a close ally with the Imperium and are trading partners. Juicers and mercs are welcome and usually treated quite well. There seems to be an increase in vampire attacks, so vampires are hated and feared. Quite a bit of their resources are used to hunt down and destroy vampires. Also, there seems to be a new threat from the north, an unknown enemy. Their knowledge of the hostile is at a minimum, so quite a bit of their resources is also devoted to information gathering about them.
The High Council controls the Military. The ruling body of the "Gladius Imperium." The High Councils control is not limited to the military; it also controls of the city. They came to power by rising through the ranks of the military. Their main goal is to protect the people of the city.
There are several levels of secrecy. The levels are divided into various categories. The first level, the lowest, is called "Green" authorization. This level of security clearance is issued to all citizens. This will allow access to any common facility. The next level of clearance is "Blue" clearance. This allows access to some of the more sensitive areas. This level is given to low-level military personal. The next level is "Gold" clearance. This level is given to the scientists. They are given access to most research areas. Next is "Yellow" clearance. With "Yellow" clearance you are allowed access to most medium security areas. This level of security is given to medium level military personal. The final level of security is "Red" clearance. This level allows access to most any facility. "Red" clearance is only authorized for the highest level of the military. Some facilities require more then one high level personnel to be present.
The real agenda for the military is to defeat as much of the Coalition as possible. They will do this through any means deemed necessary. For quite some time they have planted spies into the CS so they can gather as much information as possible. They have also sent several Special Forces units into CS territory to sabotage various facilities and supply lines and organize resistance movements. This agenda is not known to any outside the High Council.
The leadership is made up of the highest-ranking soldiers in the military. This includes officers and NCOs. The only way to become promoted to this high a level is by proving yourself, usually in combat. All of the high level personnel have struggled their way through the ranks and all have survived many battles against marauding D-Bees, small kingdoms, etc. except for the ancestors of the original expedition that founded the city which are called the "Family". They faced many other dangers in building the city and empire. The "family" is the main driving force behind the High Council.
Through the use of their power they have built up the military and are trying to slowly expand their territory. They are doing a good job of protecting the citizens of the Imperium except for the attack on the city by the Coalition in which many citizens were killed.
The people are quite content with the control of the High Council. The military have done a good job of protecting the citizens but they are extremely angry at the Coalition. In fact, many people are very supportive toward the military and recruitment has almost tripled since the innoccent slaughter of civilians by the evil Coalition. The only way to become a citizen is to serve a mandatory two years in the military.
The city has two major branches of the military and a large merc force. The first is the regular army. This is composed of the Air Corp, Infantry, and Support. The Air Corp consists of aircraft and hovercraft, both fighters and supply. The Infantry consists of straight leg infantry, robots and borgs, and misc equipment combined with psychics and creatures of magic. The support portion of the military consists of supply, logistics, and scientists, only to mention a few. The second major portion of the military is the City Guard. The City Guard consists of law enforcement personnel. They keep the peace inside the city.
The High Council consists of military OCCs and quite a number of D-Bees. Among the D-Bees are a Werejaguar, a Gargoyle Mage, a Rahu-Man, a Srrynn Cannibal, and a great Horned Dragon, only to mention a few.
The High Council is normally found using Northern Gun or Imperial weapons and equipment.
Places of note
The main supplier of weapons and equipment for the city and for export is in a rather large building called "Uncle Ziggy's Ammo Depot of Death, Bar and Grill". This facility is basically several major buildings combined into a small complex. The first of the two buildings is the bar and grill, which is a major source of information and mercs. Since there are quite allot of farming communities surrounding Salt Lake City, the prices are quite reasonable. It is run by an Adult Horned Dragon (10th level) named Uncle Ziggy.
The larger portion of the complex is devoted to weapons and vehicles. Here, many types of equipment can be bought and sold. The prices are about 5% higher then listed. Most of the weapons are either Northern Gun or Imperial but just about any weapon can be bought here for the right price. They also have a wide range of vehicles available. Again, the prices are about 5% higher then listed.
Uncle Ziggy's complex also contains a fair sized section for repairing and modifying equipment. The time needed for repairing or modifying equipment is usually between 1 day (easy jobs) up to 4-5 weeks (major jobs). Prices on the repairs and modifications usually cost about 10% less than list price. The quality of the equipment sold here is quite excellent.
The complex is heavily guarded. There are several dozen fully armed and armored troops posted here at all times. There is also a standard garrison several minutes away.
The next building of note is a rather rundown looking building in the red light district. This building contains a large body chop shop. Here you can get most cybernetics and bionics.
The juicer technology is quite high here. The only juicer conversions that can't be bought here are the Splugorth Juicers, Coalition Juicers, and the Delphi Juicer. Juicer conversions cost 65,000 credits, 90,000 for the Titan conversion, 80,000 for all the other conversions.
The prices are the 5-10% below listed costs because technology is so prevalent here. You can however, bargain with the owner, a small human male cyber-doc (11th level) named Talamar Alusair, to drop the price about 5% or so lower. The quality of the work is quite high. The time needed for repairs or custom jobs can take from 30 minutes to several days if the components are in stock.
His personal security consists of a dozen full conversion borgs and a dozen juicers of various types as well as a half dozen mercs. They are armed with heavy weapons such as the NG-E12, NG-LG6, etc. and are heavily armored as well.
Another building of interest is the magic shop. It is a small hole in the wall shop in the commercial district. It is owned by Anakaras, a 5th level priest. The shop contains many rare and bizarre mystic and magical items such as powders, talismans, potions, etc. The price can vary greatly.
His security consists of magic wards, spells, etc., five medium level wizards, several priests, and several techno wizards.
There are many apartments around the city and most of them are found in the residential section of town. Almost all of the quarters have security lock access panels. Most of these quarters contain at least a bathroom, a couple bedrooms, a living room, dining room, and a study. The security is quite heavy in the residential district.
There are also several large hotels. They have six to fifteen floors below ground. The service is quite good. You can get prostitutes or drugs very easily here. They are protected by the military and have a heavy presence felt here.
There is the Talcom Building. This is a combined office and residential complex owned by Sidney Talcom. The building has nine floors, not including the penthouse level and is a popular shopping center thanks to the variety of stores located in it. Besides a cafe on the third floor, Sidney’s sexy lingerie shop and boutique as well as others inhabit the ground floor of the building. Floors 4-9 are office spaces, and at the penthouse level, Sidney Talcom lives in a penthouse overlooking the level.
Soft Image, in the Red Light district, is like many other nightclubs: a small dance club in the darkness of a back alley. The club has three main areas: the bar, the dance floor and stage, and the upper rooms. Known throughout the underground as one of the hottest nightspots, Soft Image attracts people from all walks of life who mingle as one party-loving crowd.
There are twenty five sub-levels in most of the city. In these sub-levels can be found the subway magnetic rail system, shops, businesses, apartments etc. There is even a large underground park. All of the garrisons can be reached on any of the sub-levels and there is a heavy level of security on all levels.
Some of the other places around the city include a small lounge with a bar and game room, a bowling alley and large arcade, a dance hall, several tennis courts and several small gyms. There is also the Forlong Club, a favorite entertainment spot. Some of the acts include comedy, various bands and music such as rock, country, jazz, techno, etc. and amateur night. There are many different types of restaurants.
There is a large hospital next to the main garrison. The hospital is a high tech wonder. The building can be reached on all levels. It can accommodate up to 7400 patients, more in case of dire emergency. The typical staff is 1080 per shift. The security is provided by the military.
There are several small parks and two large parks around the city. They are very nicely kept up and maintained. The parks have trees, flowers, grass, etc. There is constant military presence felt at all the parks.
One place that really sticks out is the ruins north of the city. There are about ten to twelve square miles of ruins. Among the ruins are several large subterranean pre rifts complexes. There are about six to nine sub-levels in each complex. D-Bees and marauding humanoids have infested the entire area. These ruins are off limits to all personnel, except for the large patrols of troops that occasionally patrol the area.
There are only a few entrances left into the underground portion of the city. These are found amongst the ruins of the upper city and each is very well camouflaged. Each entrance is guarded by about four dozen infantry, two dozen hev. infantry, half a dozen hovercraft, and several mechs. The security at each entrance can receive reinforcements within minutes.
Inside the city are twelve standard garrisons, two main large garrison and several special, large garrison for psychics and creatures of magic. Above ground the garrisons appear to be hulking ruins but the working portion of each garrison is now underground. There are multiple turrets and guard stations all over the garrisons underground and even a few hidden above ground.
There are two airstrips and a large landing pad inside the main garrisons. The main garrison is located in the center of the city. This garrison houses about 9,100 combat, command, and support personnel. The breakdown of troops for the large garrison is as follows:

This garrison also holds 681 vehicles and robots and 680 suits of power armor as well as other vehicles. The breakdown of the vehicles and power armor is as follows:

The standard garrisons only have half as many personnel and vehicles. The standard garrisons don't have any Naruni equipment, but have more Imperium and NG equipment.
It really isn't that hard to smuggle something into the city. All anyone would need to do is to find the right guard and make him an offer he can't refuse. About 30% of the guards might be willing to overlook something for the right price.
Outside the city is mostly farmland and light forest. There are many small dirt roads leading away from the city. There are many planted crops and small farm houses combined with light to medium forests containing birch, maple, pine, spruce, and other coniferous trees. There is a large population of farmers and woodsman around the city. The D-Bee population is quite high outside the city as well. Within several hours journey from the Imperium is many canyons and deserts, especially to the southwest as well as mountains several hours to the east.
One of the major sights around the city is a major nexus point at the Northeast end of the Great Salt Lake. This nexus point is where a large amount of ley lines converge and has a semi-permanent dimensional gateway to the Three Galaxies which the Imperium uses to import some raw materials and export arms as well as other goods.
