The original Doctor Doom, in an attempt to challenge Kristoff (who had taken his place as the leader of Latveria, mistakenly thinking that he was actually Doom) poisoned the water supply of Latveria. Kristoff turned to Canada, offering technical knowledge in return for water. however, the international world was beginning to realize that Kristoff was not, in fact, Doom. In order to make himself appear more sympathetic in the eyes of other world leaders, he arranged an assassination attempt. To that end, he created the Latverian Liberation Front; a group which claimed to be attempting to dispose Doom. Kristoff's trickery was discovered when Vindicator detected the beam that Kristoff had used to destroy the LLF troopers who attempted to assassinate him to keep them from being questioned. Kristoff himself escaped by using a variation of Doom's time machine to teleport.

Doctor Doom II has vast technicle and mystical knowledge. As well, he has a powerful suit of armor and an intense force field. At his disposal are a seemingly endless supply of robots and androids as well as the backing of the entire country of Latveria.
