Grand Moff Tarkin
Little is known about the Grand Moff. He led a modest yet successful career in the Imperial Navy, eventually garnishing an impressive post as Moff in charge of controlling the outskirts of the Imperial Frontier. It was here that Tarkin made his mark as the Master Tactician, developing his philosophy of Rule by Fear.
Formerly Governor of the Seswenna Sector, Tarkin came to importance with Emperor Palpatine's rise to power. Tarkin's philosophy came from the Doctrine of the Imperial Navy, which was "Rule through the fear of the force, rather than the force itself." This Doctrine led to his major project, the Death Star. The Emperor was quick to see the Death Star's possibilities, and authorized the station's construction. The greatest minds in the Empire were gathered to oversee its construction, all under the guidance of now Grand Moff Tarkin. Even the dreaded Darth Vader was placed under his command. Though Tarkin was able to bring the Death Star to completion, his failure lay in the fact that he was unable to threaten the valiant Princess Leia into giving up the secret location of the Rebel fleet, thus leading to the destruction of the Death Star.
