Question 4: What is the official standardized policy sanction for caught cheaters?

It depends... It could be 1) a warning, 2) being put on the abuser list, 3) being marked as a (C) or 4) being kicked off the server. Ratings reset and placed on abuser and ratedban list for two weeks. They have a choice of a refund, living with the (C), or admitting that they cheated in their finger notes, apologizing. This apology note must remain for 60 days, and we adjust their ratings down, at which time we will remove the (C). On the first offence cheaters must place an apology in their finger notes for 30 days at which time the (C) will be removed, although the person remains on permanent probation. If caught again the (C) is permanent. Suspended access to the server for periods ranging from 2 days to permanent bans access to the server; rating is usually reset. If someone is guilty of using a chess program we simply ban him immediately.
