Chief Hartley is the new police officer in to take charge over the murders by Ghostface. Like the sheriff in SCREAM he doesn't have many lines and mostly only appears in scenes which the police are involved, like at the station or at a crime scene-but I really didn't see him much there either. But also like him he wants desperately to solve the murders and arrest the son of a bitch who is killing everyone. And again like him-he didn't even get to do that either. Are these guy just in the movies so that someone is running the police forces in these towns? I mean, never in horror movies do police become of any help--EVER. All they do is stand around and look pretty for the cameras.
