Stall and Spin Accidents
1949年、CAA (Civil Aeronautics Authority、現在のFAA、米国連邦航空局に相当)は、Private Pilotの訓練、実技試験においてのSpin Recovery (Spinからの回復) という必須科目を削除しました。 Stall (失速) をしなければSpinには入らないという理由から、Stallを感知する能力を確立すること、Stallからの回復を重点的に行うこと、またSpinを行わなければSpinによる事故は起きないとして、それ以降の操縦士、訓練生たちを指導してきました。 Spin Trainingを行ったことによる事故がの方が、Training以外での不慮のSpin Accidentsよりも多いという状況、Spin Accidentsがほぼ確実に死亡事故に繋がってしまうということから考えれば、これは仕方のないことかもしれません。 しかし、Stall/Spinによる事故の減少を目標にしてきたこの方向性も、一向に目標に達しないことから、疑問の声は長くに渡り聞かれています。 このことから、例え法的に必要とはされていなくとも、個人の意思でSpin Trainingを専門訓練施設にて受講する方も多くおり、操縦士や操縦訓練生に対してそれを義務付ける航空会社も多くあります。
飛行機が飛行する理論というものは、飛んでしまった後での研究によって理由付けされてきたものですから、Spinという現象も例外ではありません。 Spinからの効果的な回復を目的に、様々な方法が考案され、そして改良されていったようです。 その中でも特筆すべきものはRich Stowell氏の提唱されたP.A.R.E. Checklistでしょう。 彼が自らの研究から作り上げた、Emergency Maneuver Trainingにて紹介しているこのSpin Recovery Techniqueは、もっとも完成された方法の一つであると思います。 他にも、P.R.S.や、Let Go of the Stick Recovery、Dead Foot Recoveryなどもありますが、中には疑問のある方法もあり、訓練施設の選択には十分に注意をされて欲しいと考えます。 正しい理論と技術の確立は、飛行時間や保有する操縦資格に関わらず、とても重要なことです。
