The LGPMS
is a tool developed by the DILG to improve the internal administrative
capabilities, delivery and quality of essential public services and the
state of local development. Other signatories representing their various
organizations were Richard Ondrick, Philippine Country Officer, ADB;
Gerard Belanger, Counselor and Head of The Department of the Interior and Local Government launched last October 13, a system that will check the performance of the provincial governors, city and municipal mayors in the delivery of basic services and in managing the affairs of their respective localities.
The launching of the LGPMS is part of the Governance Expo 2004, which opened yesterday with the theme: “Tapat-Palakad, Bayang Maunlad” 10 to 10 Dekada ng Reporma”. The 10 to 10 campaign gathers together national and local governments, civil society organizations, media, international development agencies and the citizenry to advocate critical governance reforms within the administration’s 10-point agenda and commitment to achieve the millennium development goals. Reyes said the LGPMS is an internet based, self-assessment system that allows provinces, cities and municipalities to monitor and check their level of performance and productivity. Under the LGPMS, the performance of the province, city or municipality will be measured on the following service areas: governance, administration, economic development and social services. Reyes explained that on the above areas, LGUs will be able to assess themselves on how effective they are in the delivery of services and if there is a need for them to improve on areas where they rate low. “This system is not a scorecard for LGUs to compete with. In fact LGUs with low ratings will not be reprimanded or subjected to disciplinary action. The LGPMS will only serve as a gauge for them to improve or strengthen their performance ” he said. The DILG secretary said the department, as the catalyst for good governance, will use the LGPMS as basis for capacity building initiatives to LGUs that need to improve their performance. The performance rating through the LGPMS will be carried out on a yearly basis, and has been field-tested in 16 provinces, 21 cities and 79 municipalities. During the launching, Reyes signed a circular to all provincial governors, city and municipal mayors for the full implementation of the LGPMS in their local government units starting CY 2005, and to cause the preparation of their State of Local Governance Reports, utilizing LGPMS results, in time for the preparation of Local Annual Budgets for CY 2006.
