The right answer would be both, to some extent.  Probably Jefferson had the
greater influence during the 19th century, with Hamilton in the 20th.  The
country never adopted the ultimate or ideal positions of either.  The ideals
of Jefferson, of course, are meaningful to more people around the globe than 
any other founding father.  When people in other lands look for the words 
that inspire their struggle for freedom and independence, they go to Jefferson,
not Washington, Adams, or Hamilton.

Hamilton emphasized industry and trade, and Jefferson emphasized individual
rights.  We rely on the ideas of both today, however.
