From 1995-98, government bureaucrats illegally taxed homepage owners - racking up tens of millions of dollars of taxpayer money. This "stealth tax" was built in to the fees homepage owners were charged to register a domain name and was collected by Network Solutions Inc. However, a portion of the fee had nothing to do with the cost of registering a domain name but instead went to an "internet modernization" slush fund created by a government agency, the National Science Foundation (NSF).

A federal court ruled that NSF's creation and collection of the "home page tax" without congressional approval was unconstitutional and illegal. The court's ruling set the stage for a refund to those home page owners who had been overcharged.

However, the administration has been able to block this refund for over a year. Now, legislation, called "The Home Page Tax Repeal Act," (H.R. 749 in the House and S. 705 in the Senate, to view this legislation go to: http://destinationsite.com/c?c=6235.8361.0.922.1 ) has been introduced to express Congress' rejection of this tax and its intent to return the money where it belongs.
