The background border image was made with an image generated by Reptile, an excellent freeware program for creating textured and graded backgrounds. It comes with plenty of built in templates to get you started.
The size of the buttons can be changed by using the height and width commands within the IMG SRC tag. A size of 15 x 15 has been used here. The thickness of the dividers can be changed in the same way.
Two alternative sets of button backgrounds have been provided.

The font colour used on the buttons is #DCE4FC (RGB 220:228:252), the suggested non-dithering equivalent for use in the text is #CCCCFF.
The blue shades in the button borders and bars are graded from #DCE4FC to #948CF4
(RGB 220:228:252 to 148:140:244); the background colour on the lighter buttons is #4C3474 (RGB 76:52:116).
The font used on the buttons is Comic Sans MS, available free from Microsoft.
