The Bolt Factory

A factory in the Soviet Union made bolts.  They were given a quantity of bolts they needed to make each month.  The quantity was specified in kilograms.  This made it easy to measure.  It also meant that the easiest way to meet their goal was to produce large bolts.  This resulted in a shortage of small bolts.

The goal was changed to count the number of bolts made.  The easiest way to meet the new goal was by making small bolts.  This resulted in a shortage of large bolts.
