A NEW DEMOCRACY

The Coordination of Individual Liberties

Every person has the ability to determine their actions - that is individual freedom. Yet, when several people live together, the coexistence of individual freedoms can result in conflict. So, how can we coordinate individual freedoms?

Throughout time, we have seen diverse ways to deal with individual liberties which, in actuality, constituted the removal of liberties. We can think of monarchy, aristocracy, dictatorship - not to mention, slavery.

At any rate, one way to manage individual liberties shows more promise: democracy. Yet, despite its fairly widespread use in the West, and developing use elsewhere, we note that numerous conflicts of all magnitudes persist around the world, leading to violence and even to bloody wars.

Is not democracy the solution? Or, have we not yet learned to embrace true democracy?

Hard Democracy, a False Democracy.

Even though democracy, as it is generally applied, with many variations, can give fairly good results - at least, that’s what we think - we can find weaknesses in it, and it is tainted by too frequent abuses.

Most often, candidates from political parties present themselves to electors in a way that seeks to gain popular support. They do not really seek election to answer to the real will of electors, rather, to advance a pre-defined agenda.

Candidates who have obtained the most votes are forced on electors who have not voted for them, as only these candidates are considered elected. The party that has the most elected candidates takes power and imposes itself on the other candidates. It will advance its ideas and agenda. Opposition is often muzzled.

Citizens who vote often content themselves with giving a free hand to their candidate. Many are too passive and do not exercise their right to vote. Often, some do this deliberately, in the form of a protest, having lost faith in the system. Those who have lost their elections, aware that they will not have true representation, will express their displeasure with sometimes violent protests or civil disobedience, or conceivably, terrorism.

Once in power, political parties get accustomed to it, they will try to cling to power at the risk of manipulating information, electoral fraud and corruption will settle in. They may even deliberately bring about a multi party system, to divide the vote and remain in power with the support of a minority of citizens to the detriment of the majority.

Popular consultations can be held to allow a majority to impose itself on a minority. And by making it necessary for a measure to obtain more than 50% of the vote to pass, a minority can even block the legitimate will of the majority.

This kind of democracy is only the shadow of democracy, it does not take the individual liberties of all into account. It is a false democracy.

Soft Democracy, a True Democracy

One can imagine diverse variations of a democracy that respects individual liberties. The one which is very briefly proposed here is very original and tries to create an ideal.

Citizens who wish to coordinate their actions chose representatives. Each Citizen chooses two representatives, one a man, the other a woman. This choice can be made and cancelled at any time. Parents represent their children until they can make their own decisions. Hence, there are no elections per se. And no one has a representative imposed upon them.

The role of these representatives will be to coordinate the will of the citizens. Higher level representatives will be guided by the same principles, right up to the selection of two representatives at the highest level. The first level representatives are directly in contact with the citizens who gave them a mandate. They do not have a free hand. They are constantly listening to them to answer to their needs and coordinate their wishes with those of others by way of their representative body.

The representatives translate the will and needs of citizens into projects. Each citizen is free to participate in these projects. The project’s financing is guaranteed by the participants. No project is imposed on anyone and no one is forced to finance projects which they are not participating in.

One of the representatives’ great responsibilities is to coordinate the project so that coercion is avoided as much as possible. They must, in particular, ensure that the projects do not cause prejudice to those who are not participating in them.

With this type of democracy, the citizen is not passive. They are naturally drawn to involving themselves through by way of their representatives. Majorities do not impose their will on minorities. Minorities are even less able to impose their will on majorities. Conflicts can not arise due to the stifled will of certain citizens. Individual liberties are respected. That is a real democracy.

Towards a Real Democracy

To improve democracy in this world, citizens must understand well the way a truly democratic process functions and they must be ready to play their role. They must stop being passive, stop allowing projects to be forced on them without the liberty to express themselves and choose what they find really suitable. All who realise this are invited to get together for the inauguration of a true democracy all over the planet. Thus, many conflicts will disappear and harmony and collaboration will appear.
