Resolutions are a statement of belief by
an organization. Although lacking the force of a law, they
often reflect reality in ways not possible for a bill/law.
Resolutions include declarations of war, national budgets, and
miscellaneous items (such as declaring a day "Columbus Day",
"Arbor Day" or "National Student Congress Day").

All resolutions and bills should have their
lines numbered in the left-hand margin. This allows for
easy and fast reference for all members of the chamber when amendments
are made.
