Dear Letters Editor: The group homes planned for the Godde Terrace Estates (7/24) is a property rights issue. If the property of one person damages or threatens to damage that of neighbors, the neighbors can 1. Acquire the offending property. 2. Threaten judicial action for changes to the offending property or its use, or compensation for loss of property value. This may result in a happy compromise of changes and monthly or annual compensation. Any compensation should confer to future owners of the neighboring property as long as the offending condition exists. 3. Engage in arbitration or judicial action for changes or compensation according to the testimony of appraisers and Realtors from both sides of the controversy. Government, particularly the legislative branch should not be involved. Unfortunately, government got involved and arbitrarily legislated that as long as no more than six children are placed in a home, the neighbors have no recourse.
