CARA (HR 701) HOUSE VOTE SET FOR WEDNESDAY MAY 10TH
PROPERTY RIGHTS IN PERIL IN CONGRESS
REPUBLICAN CONGRESS IS ON THE VERGE OF CREATING A TRUST FUND THAT WILL
DESTROY MORE PRIVATE PROPERTY THAN ANY CONGRESS IN HISTORY
WHO IS THREATENED - Rural and suburban private property owners, homeowners,
mining claim owners, tree farmers, ranchers, farmers, realtors,
homebuilders, small businessmen, manufacturers, and recreation advocates
like hunters, fishermen, snowmobilers and off-highway vehicle users. You
can't recreate where you can't go. Small communities and counties whose
residents depend on local services will be severely threatened by the tax
base loss and gradual constriction of the community.
NOW IS WHEN MOST GROUPS FAIL. THEY LET DOWN. They count on someone else
to do the calling. YOU MUST CALL YOUR CONGRESSMAN NOW! CALL ONCE A DAY
THROUGH May 10th. SEND A FAX. Get others to do the same. THERE MUST BE
A GROUNDSWELL OF OPPOSITION. CALL ALL CONGRESSMEN IN YOUR STATE AT (202)
225-3121.
Be especially wary of your Congressman saying that there are property
rights protections in the bill. What few there are mean little and are a
token effort to make you feel better. Hold fast. NO TRUST FUND PERIOD!!
NO NEW ENTITLEMENTS!!
All funding must go through appropriations process. If Your Congressman
Supports HR-701 Trust Fund, Private Property and Rural America Are Dead.
HERE'S WHAT YOU MUST DO
Call your Congressman at (202) 225-3121 ONCE A DAY through Wednesday, May
10th to oppose HR 701. Don't stop calling until you know the vote has
taken place. It might slip a day or two. Be sure to ask for a written
response. They'll pay more attention to your call.
Ask for your Congressman's fax number. Send him or her a fax.
Call your both your Senators at (202) 224-3121 to oppose the Senate version
- S 25. Call them just once this week.
Write your name and E-mail address on the side of this sheet and fax it
back to us for more information.
Call Western Union at (800) 325-6000 to send a special PUBLIC OPINION GRAM.
You can send a 40 word message to all 435 Congressmen for $175 and charge
it to a credit card. Share it with others.
You can send an E-Mail to your Congressman but don't count on him getting
it in time. They are overwhelmed by E-Mail. You need to call and use fax
if you can.
Re-send this fax to at least five other people - your whole list if
possible.
ALL PRIVATE PROPERTY ADVOCATES MUST PUT ASIDE OTHER IMPORTANT PRIORITIES
TO UNITE IN A LASER SHOT OF PHONE CALLS TO CONGRESS FOR 7 DAYS
Among the reasons to OPPOSE the Conservation and Reinvestment Act of 1999
(HR-701/S-25) are:
HR-701 now includes state AND Federal Condemnation (eminent domain) of
private land;
Hunters and sportsmen will gradually lose access to acquired lands;
New EPA TMDL RULE regulated lands will become targets of massive land
acquisition;
Lands cut off by Forest Service Roadless Areas and Roads Policies will
become targets;
All lands with Endangered Species will be targets of land acquisition -
there will be no limit;
Green groups will seek to designate hundreds of areas of private land as
new Federal areas;
Land acquisition funding will ultimately be increased to over $1 billion
per year;
Land acquisition drives up the cost of land, making homes more expensive;
Land acquisition destabilizes the local real estate market. Less people
can buy;
Land acquisition drives away employers. The community and its future are
left in doubt;
HR-701 and S-25 will make it more difficult to build homes and businesses
in rural area;
No private property will be safe with these funds available;
There is little oversight of land acquisition now. There will be virtually
none if this bill passes;
Inholder families are specifically targeted in the new bills;
Land acquisition has always been used as a weapon to regulate and control
private landowners;
Much of the new money will go through the hands of the Nature Conservancy
and other giant green land trusts and are lobbying for CARA;
Hundreds of small communities in existing Federal areas will be wiped off
the map;
Billions of dollars of private land will be taken off the tax rolls,
forcing locl taxes up; and
There should be no net loss of private land in America.
A YES vote means handing over a billion dollars per year to Federal and
state land agents to buy and condemn property and grab land. A YES vote
gives the government a blank check to turn millions of acres of private
land into Federally owned and controlled land. Communities will disappear.
A YES vote is an anti-private property vote. A NO vote means they are
supporting private property.
A YES vote means supporting animal rights groups who will declare property
off limits to fishermen and hunters. A NO vote means land use for
sportsmen will stay in private hands and not fall under the control of
greedy power hungry bureaucrats.
A YES vote means more Wilderness designations declared by extremist GREEN
GROUPS including the Wildlands Project, EPA TMDL RULE and Forest Service
Roadless and Roads policies. A NO vote means the wise use of natural
resources and allowing reasonable recreation, grazing, mining and forestry.
"I am loathe to give the Federal government a credit card with virtually
unlimited buying power. We simply can't afford the payments," said Barbara
Cubin (R-WY).
"This is going to create the greatest grass-roots effort you've ever seen,"
Young declared. "Those who oppose this bill are going to get run over."
