Here is an odd and extraordinary claim made by Mr. Bruce: "All government is supposed to work for your benefit. As government's only customer, you have the right to decide how much government you want and how much you can afford. You are the boss!"
Nevermind this guy. He is obviously a freak, and out of touch with reality. And severely decreased his life expectancy..
UTILITY TAX (each tax on telephones, pagers, gas, electric, cable TV, etc.)
VEHICLE TAX (each vehicle tax, which is not required to be spent on roads)
INCOME TAX (equal tax relief means even more to lower-income workers)
PROPERTY TAX (tax savings to help homeowners, seniors, small businesses)
These four categories of tax cuts spell out UVIP. That's because you, the taxpayer, are a Very Important Person. All government is supposed to work for your benefit. As government's only customer, you have the right to decide how much government you want and how much you can afford. You are the boss!
With huge revenue increases, the state will replace local tax cuts. Liberals claim local services will end, but the text of #21 requires "state replacement of local revenue." Tax cuts increase $25 yearly. This modest tax cut will NOT "end all taxes" Tax bills go up faster than $25 yearly, based on pay raises, property assessments, and car prices.
Amendment 21 is NOT a radical proposal. Colorado's state treasurer, Mike Coffman, called Amendment 21's effect "modest."
The chief economist for the state legislature wrote on 11/19/99 that "the complete list of state taxes and fees runs to 134 pages in length." As Amendment 21 trims only four categories--utility, vehicle, income, and property taxes -- he agreed our cuts
"...are just a fraction of these taxes. For instance, utility customer taxes, vehicle sales, and food and drink taxes are just a portion of all sales taxes. Therefore, all sales taxes will never be wiped out. Ditto for the income tax. For example, it would take over 100 years to wipe (out) my current level of income taxes. I think you (Amendment 21 proponents) have said these things in our hearings."
Tax cuts mean more money for your family and more freedom for your future. Because there is no drop in year-to-year total public revenue, no loss of public services will occur. $25 tax cuts will reduce only wasteful spending by slowing Big Government's yearly growth rate about 1% (from, say, 7% growth to 6%).
Besides direct tax cuts, we phase in tax relief equal to food taxes and death taxes. We should not tax basic needs, like utilities, cars, eating... nor dying! Being taxed to death is enough; taxes should stop there! Government should not profit from our death!
Amendment 21 is our first chance in state history to vote for tax cuts! Tax cuts help families and strengthen our economy. With America's 2nd highest local sales tax -- $13 BILLION yearly state revenue -- $12 BILLION local revenue -- BILLIONS in windfalls -- BILLIONS in reserves -- wasteful spending -- tax loopholes to special interests -- bloated bureaucracies -- Colorado needs simpler, fairer, LOWER TAXES!
SPECIAL ALERT: COLORADO CITIZENS!
The Establishment hates our petition so much, your right to sign it was stopped 180 times! This is version #181.
The special interests blocked our petitions for 4 1/2 years, claiming falsely that each of our simple 2-sentence texts was not a "single subject." We had to attend government meetings every two weeks for YEARS, only to see our proposals tied up in court indefinitely. Finally, their lobbyist slipped up and forgot to file a piece of paper on time. So this will be our only chance, possibly forever, to vote for tax cuts.
If that outrageous interference with everyone's First Amendment right to petition and to vote doesn't make you angry -- if that doesn't tell you government is too big, too arrogant, too corrupt -- if that doesn't make you realize our basic freedoms are in danger -- NOTHING WILL!
Official November 7, 2000 ballot title, written by state government (longer than the actual text!):
Shall there be an amendment to the Colorado constitution establishing a $25 tax cut to lower each 2001 state and local tax in each tax bill for each utility customer and occupation tax and franchise charge, vehicle sales, use, and ownership tax, income tax, property tax, income and property tax equal to yearly revenue from sales and use taxes on food and drink other than tobacco and alcohol, and income tax equal to yearly revenue from estate taxes, and, in connection therewith, increasing the tax cut $25 yearly; specifying that the tax cuts and state replacement of local revenue shall not lower state or local excess revenue; allowing the state to limit local acts increasing replacement costs; and providing that attorney fees and costs shall always be paid to successful plaintiffs only?

I got the world, as it were, by the nape of the neck, and held it under in the tide of its own events, till it was drowned, and then I let it go downstream like a dead dog. Vast hollow chambers of silence stretched away on every side, and my being expanded in proportion, and filled them. Then first could I appreciate sound, and find it musical. - H.D.Thoreau Dewaine McBride Tucson, Arizona
