First of all, I hafta say that the title of the movie was very misleading.  It had nothing to do with Tenchi being in love. The whole plot of the movie concerns Tenchi's mother (who died when Tenchi was young) and her safety. You could say that the "In Love" part of the title revolves around Tenchi's love for his mother, but that's still weird.

It's the present and for some mysterious reason, Tenchi is on the verge of being non-existant.  Washu, the super-genius scientist, figures out that something is occurring in the past which prevents Tenchi from being alive in the present.  Kinda confusing, huh?  Well, it's not so confusing once you see the movie. Anyway, the whole gang goes back to the past to fix things up. Who's "the whole gang," you ask?  Well, it consists of space-pirate Ryoko, alien-princess Ayeka, Ayeka's little sister Sasami and many more.  (During the movie, you'll notice that Tenchi is always surrounded by women).  Anyway, in the past they learn that someone or something is meddling with Time and is after Tenchi's mother. The gang must stop the mysterious bad-guy without messing up the past (hence Tenchi's mother cannot see her "future" son or things will get muddled up).

Lemme see... the dubbing was okay but some of the voices just didn't fit.   Ayeka's voice sounded old and snobby while Ryoko's voice sounded like a 45-year old hag. Tenchi's voice was kinda weird too, but not as bad.  The animation was pretty good; as was the plot which was a bit heartwarming.  It seems as if the characters developed a little bit (unlike the Tenchi TV series and OAVs etc.)  Nothing really to watch out for except that split-second transformation thing with Tenchi's mother. Anyone who loved this movie will be psyched to hear that another movie concerning the first movie will be released much later. Oh yeah, hope I didn't give away the ending or anything!
