For some reason the mid-1970s saw a way of what were called break-in records where little segments of exising songs were edited together into some insane theme. Dickie Goodman was the acknowledged king of the genre. So here you have someone trying to capitalize on another mindless event, namely the mid-1970s streaking craze. Harmless at best. The flip side was a throwaway moog propelled instrumental.
