Governor asks VP to handle Maluku conflict carefully

AMBON, Maluku (JP): The state of civil emergencyadministrator, Maluku Governor Saleh Latuconsina, called on Wednesday for Vice President Hamzah Haz to take special care in handling conflict in the Maluku islands.

Speaking to The Jakarta Post at his office on Wednesday, the governor said that since President Megawati had put Hamzah Haz in charge of finding a solution to the Maluku conflict, the Vice President should take special care to stop communal conflict as well as use a different approach from that being used in Aceh and Irian Jaya, where there is also strife.

"What is happening in Maluku is conflict between two communities. This is not a separatism upheaval such as in Aceh and Irian Jaya," he said.

"So the Maluku case needs a different approach as we are now home to one-third of internally displaced people in Indonesia, or about 330,000 refugees who badly need immediate handling," Latuconsina said.

Over two years of bloody communal conflict that first erupted on Jan. 19, 1999 has claimed at least 8,000 lives in both Maluku and North Maluku provinces.

Meanwhile, Latuconsina said he had issued a civil emergency decree ordering all military and police personnel to obtainofficial letters of assignment from their superiors if they are involved in escorting ships or other means of sea transportation in waters off Maluku's four main islands, namely Ambon, Seram,Haruku and Saparua.

The order, issued on Sept. 11, 2001, was made following a recent series of gunfights between speedboats that involved members of military and police.

One of the latest incidents was last week's exchange of gunfire between two speedboats off Pombo island, a small islet between Ambon and Haruku islands, that killed three people.

The casualties were a passenger, a member of Military's Airborne Battalion 733/Masariku and a policeman from Maluku Police Headquarters.

"With this decree, I hope water transportation will be more secure, and that the Navy is ready to back up the order," Latuconsina said, adding that all boat owners also had to comply with the rules in that they are not allow to use unauthorized security escorts. (49/edt)
