Indonesia - OCHA Consolidated Situation Report No. 43 MALUKUGeneral Situation Notwithstanding the two bombing incidents last week near the Christian-Muslim borders in Galunggung and in front of one of Pattimura University's alternative campus in Pohon Pule, the whole province (including Ambon city) has remained relatively calm. Two suspects have been apprehended and are now in police custody after the bombing in Pohon Pule. The police are continuing their investigation into the Galunggung incident. These two incidents have followed the recent pattern of incidents occurring in so-called neutral areas where the two communities mingle to do business or attend school. To maintain calm and avoid fresh clashes, additional undercover police agents have been deployed at the alternative university campus in Pohon Pule. Similarly, the TNI is more vigilant in patrolling the area. Both the military and police forces are calling on people in both communities to control their emotions and remain calm, as there are some groups trying to spread rumours to provoke fresh clashes and violence. Assessments MSF-B sent an assessment team to south Buru this week to reassess its health programme that was suspended in June. The mission will also visit Namlea in North Buru, for discussions with district health officials. The Chief of Mission and the Medical Coordinator of MSF-B are in Ambon to assess further its operations and programmes in Ambon and outlying islands. IMC concluded its assessment in Seram. The assessments included the sub-districts of Amahai, North Seram and Taniwel. The mission also visited an IDP camp reached through a 30-km hike through mountainous terrain from Wahai. In the near future, further assessments will be undertaken in the sub-districts of Piru and West Seram. Another IMC team is in South Buru to further assess the area and to bring in two doctors who will be stationed in Leksula and Wamsisi villages. They will be working with the Puskesmas (community health centres) in the area. Food and food security The last food distribution by AcF in the Masohi area will be finalised shortly, targeting about 11,000 beneficiaries. Subsequently, the final distribution to some 50,000 people will begin in Ambon. AcF also plans to distribute seeds and tools in the Masohi area. AcF together with Mercy Corps will organise a workshop on 2 October on food security and economic development to reach common ground and understanding with regard to food security through micro-credits as well as through enabling and empowerment programmes. Health and Nutrition UNICEF is now in Masohi, Seram Island, to begin the distribution of Vitadele-micronutrient supplements for babies under two-in Masohi, Amahai, and TNS sub-districts. Local partners from the local health offices, NGOs, PKK and Posyandu will assist the UNICEF distribution team. IMC announced that they are expecting the arrival of a surgeon who will probably be assigned to Tual General Hospital. They foresee hiring another surgeon to work at the Masohi General Hospital The local health office in Tual reported 100 cases of diarrhoea accompanied by vomiting. The outbreak took place in Sera Island and 12 people have died. The Provincial Health Office has sent a medical team bringing with them IV fluids and medicines to prevent more deaths and contain the disease. UNICEF plans to support the Provincial Health Office to establish a nutritional database of children in Buru, Southeast Maluku and West Southeast Maluku districts. The intention is to produce a profile on the Vitamin A deficiency, nutritional status and growth, iodine deficiency, and immunisation. Water & Sanitation There are concerns over potential water shortages in many IDP camps, following the threats by two local water supply companies to cut off water supply if the Government fails to honour unpaid bills totalling Rp500m ($50,500). Mercy Corps initiated the water & sanitation sectoral group meeting, with participation by local NGOs and international organisations. The group aims to address common problems and goals for this particular sector. UNICEF continues its work with the Ambon Municipal Government to ensure proper handover (at end of September) of the running of the garbage collection and dumping in Ambon city. Shelter and Relief Items Mercy Corps project monitoring team who went northwestern Seram is back in Ambon. Another team is currently in north Buru to monitor the NFI distribution and assess shelter proposals. On 1 October, Mercy Corps will conduct a one-day shelter training for partners involved in shelter activities. MSF-B will begin distribution of limited NFI such as blankets, mosquito nets, and water jugs to several villages in the westernmost parts of Seram. Education Together with the Provincial Education Office, UNICEF is finalising plans to provide books and school supplies to about 50 schools in Seram, Buru, Ambon, and Tual. Income Generation About 40 families in 13 sites received assistance for income generation activities from AcF, as part of the pilot phase of its programme in this sector. Other Following up on the recently concluded IDP seminar in Ambon, organised by UNRC and Mercy Corps, the Government held two meetings for local and international organisations assisting IDPs. The first was to announce and inform partners on the presidential instruction on reorganization of the National Coordinating Board for National Disaster and IDPs and the Governor's order on the reorganization of Satkorlak. The second meeting was to inform NGOs of the various Government programmes for IDPs and affected groups. The Government also announced the establishment of an assistance Information and Communication Centre. NORTH MALUKUGeneral Situation The Minister of Justice and Human Rights, Yusril Ihza Mahendra, stated that judicial processes over those accused of causing conflicts in North Maluku and Maluku provinces would likely be carried out outside these provinces, so as to maintain neutrality and to avoid a new communal conflict as well as to ensure security. Assessments AcF carried out an assessment on water/sanitation and reconstruction in Bacan sub-district and a similar assessment is being conducted by another team in Doi Island and Loloda sub-district. UNFPA consultant visited North Maluku province during the week to evaluate present and future involvement of the agency. IDPs Satkorlak office reported that 215 Muslim IDPs returned from Ternate to their host village in Ibu sub-district and 135 Christian IDPs from Kao sub-district to Pasir Putih village of Jailolo sub-district on 20 September. On 21 September, 307 transmigrants (152 families) returned from East Java to Kao sub-district in North Maluku district and to Wasile sub-district of Central Halmahera district. Housing reconstruction & rehabilitation WVI hosted community meeting involving participants from 35 villages of four districts-Galela, Tobelo, Kao, and Malifut. The main aim of the meeting is to list priority programmes needed by the community. Peace building Program The WVI peace building programme continues through the Mama Bakudapa (Mothers' Gathering). This week 20 women from each of the sub-districts of Kao, Malifut, Galela, and Tobelo gathered in Tobelo to share experience, sing and dance together. Health MDM carried out consultations in Makian Island, Ibu and Sahu sub-districts. IMC continued to undertake routine health activities at each Puskesmas of Tobelo, Galela, Kao, Daruba & Posi-Posi Rao of South Morotai and Bere-Bere of North Morotai sub-districts. IMC doctors attended patients in all the areas visited. Most illnesses attended to included upper respiratory tract infection, malaria, skin infections and gastroenteritis. Water and Sanitation MDM completed the rehabilitation work of the pustu (community health posts) in Bataka and Borona villages of Ibu sub-district. An assessment on drainage in Akediri village of Jailolo sub-district was done and the NGO is starting a new small-scale water and sanitation project in eight villages in Sahu and Ibu sub-districts. Education The provincial education office is rehabilitating two classrooms and building two others in a Christian private junior high school in Goin village of Ibu sub-district to improve facilities for the children of the community, which also includes children of many displaced persons in the area. The education office has also announced the awarding of 744 scholarships to support poor students from junior high schools. Each student will receive Rp25,000 (US$3) per month as stipend.
