Indonesia - OCHA Consolidated Situation Report No. 40 MALUKUGeneral Situation After an eventful last week, Maluku province has been relatively quiet this week. The speedboat incident around Pombo Island east of Ambon Island last Friday 31 August is believed to have caused the death of at least three people. The circumstances of what actually happened have not been confirmed, but the incident led to considerable tension in Ambon that morning. Also, on 31 August, security forces arrested 47 alleged FKM activists who held a meeting in Waisarisa, western Seram sub-district, and who were reportedly carrying homemade guns. The FKM (Forum Kedaulatan Maluku - Forum for Maluku Sovereignty) had its activities banned by the Governor of Maluku in April this year. There are claims that TNI soldiers beat two journalists at the time of the arrest, although TNI denies this. The TNI reported that the frequency and intensity of gunfire at borders, such as Karang Panjang and Poka, have decreased significantly, as TNI soldiers have secured those areas. Also, neutral zones are being expanded with TNI initially securing the areas and the Police subsequently controlling them. In the spirit of reconciliation Silo Church and An'Nur Mosque are being reconstructed concurrently. The two places of worship were destroyed earlier in the conflict and lie within 50 metres of each other along a neutral road in Ambon city. Assessments AcF will concentrate on North Seram sub-district in a 12-19 September assessment of the food security, rehabilitation and water & sanitation needs. Overall Assistance Following the workshop for health workers from Buru and West Southeast Maluku districts from 28 to 31 August in Ambon under the safe motherhood programme, UNICEF will organise an assessment to West Southeast Maluku next week. This is part of the district planning process under the programme which UNICEF supports. Food and food security During the month of August, Mercy Corps reached 213 households through its food security schemes. On 10 August, AcF will proceed to Masohi for the final general distribution of food and hygienic products. The distribution should be completed by 17 September and will reach about 16,500 beneficiaries. Subsequently, AcF will complete the final general distribution on Ambon Island, which should last from 18 September to 5 October. AcF will shortly undertake a small seeds & tools, and fishing equipment distribution in North Buru. Health and Nutrition UNICEF is awaiting the next shipment of Vitadele - micro nutrient supplements for babies under two, for distribution upon arrival. MSF-B will check, update and replenish the emergency stocks in the four hospitals in Ambon. IMC has identified Buru and Seram as the main islands to support through its health programmes. The aim is to place two doctors in Buru and five in Seram MSF-B is undertaking a surgical assessment of the hospitals in Ambon. Subsequently, emergency surgery training may follow as well as some surgical material donations. In a few weeks MSF-B will head back to southern Buru, to evaluate if and how the medical programme will proceed. MSF-B completed a hygiene promotion survey in two large IDP sites on Ambon Island. Shelter and Relief Items Mercy Corps completed its mission to Banda and has identified a few non-food items and shelter projects to fund for IDPs now living there. Water & Sanitation MSF-B finalised its assessments in the westernmost parts of Seram and identified seven locations that warrant support from the organisation, primarily in the water and sanitation sector. Whether and what type of assistance will be provided to these locations will be decided upon in an upcoming mission. Education The UNICEF and OTI/USAID sponsored Public Library project is about to begin. Computers are being installed at the computer centre, which will serve to train some 2,000 children in the coming year. Conflict Management UNICEF will sponsor a three-day conflict management workshop in Ambon in the week of 17 September. The focus will be youth peace education. NORTH MALUKUIDPs The North Maluku District Office (Satlak) of the National Coordinating Body for Disaster and Displacement (Bakornas PBP) returned 144 Muslim IDPs (43 households) from Soasiu village of Galela sub-district to their home village in Saluta of North Loloda sub-district on Monday. The North Maluku Provincial Office of the Bakornas PBP (Satkorlak) reported that until 6 September the total number of returnees were 4,397 families (38,532 people). Housing WVI set up self-help groups (8 to 10 persons per group) for the preparation for their upcoming distribution of roofing kit program in villages in Kao, Tobelo, Galela and Malifut sub-districts. The Gane Timur Sub-district Head, Fata Safar, said that provincial and district administrations of North Maluku have allocated funds for the construction of 350 units of returnees' houses in the villages of Foyatobaru, Foya, Lalubi, Wosi, and Tanjung Jere of Gane Timur sub-district. Assessment and monitoring The Indonesian Red Cross (PMI) and ICRC carried out a survey on rehabilitation, agronomy, health, trace mailing service and distribution of hygiene kit, dispensary, and chloroquine in Weda sub-district of Central Halmahera this week. Health WHO is continuing the workshop on Management of Drug Supply and Malaria in cooperation with North Maluku Province health office until 9 September. MDM routine health activities continued in Akelamo village of Sahu sub-district and Makian Island. IMC continued providing health assistance and consultations in Tobelo, Galela, Kao, Daruba, Posi-Posi Rao and BereBere. IMC doctors attended 268 patients in Galela sub-district, 197 patients at Tobelo public hospital and 289 patients in Bere-Bere sub-district; the most common health complaints found are upper respiratory infection, skin infection, malaria, and gastritis. In addition IMC mobile clinic staff attended to 110 patients in Simau village of Galela, 156 patients in Buho-Buho village of Bere-Bere on 24 August. IMC doctors carried out trainings and refresher trainings on "Posyandu" (mobile primary health service usually for mothers and children) activities attended by all midwives from Kao and Malifut sub-districts in Kao Puskesmas (community health centres). ICRC provided anti-malaria medicine, dispensary and basic dispensary kits to four villages in Weda sub-district of Central Halmahera district. Water and Sanitation MDM monitored the construction of latrine, washing and bathing facilities in Sahu sub-district during the week. Distribution of non-food items ICRC distributed 594 hygiene kits for 8 villages in Weda sub-district of Central Halmahera district.
