Indonesia - OCHA Consolidated Situation Report No. 42 MALUKUGeneral Situation Last Friday, local fighting in Tual resulted in the death of a civilian, reportedly killed by a Brimob (mobile brigade) policeman. A domestic dispute occurred on the road between Tual and Un. The Brimob was called to the scene, after which a person was shot to death. After the crowd dispersed it proceeded to the police station, demanding that the responsible soldier be handed over. As this was refused, the crowd attacked the police station and trashed it as the police fled. Calm was restored after a religious leader and the military arrived. The dead man was buried on Saturday, with members of all three religious communities (Muslim, Catholic & Protestant) attending to show solidarity. A bomb exploded in a truck this Friday in Ambon, killing one person. Assessments MSF-B is planning to go to south Buru in the coming week to reassess its health programme that was suspended in June. The mission will first travel to Namlea, north Buru, for discussions with district-level health officials. AcF completed its North Seram sub-district assessment of food security, rehabilitation and water & sanitation needs. The conclusion is that needs on most sectors are very well covered through the support of Mercy Corps funded projects. The IMC assessment to Seram continues. As a first step a doctor will support the general hospital in Masohi. Also potential support in the form of doctors is being contemplated for Wahai, Taniwel, Piru, Kairatu and Bula. General Assistance The head of West Southeast Maluku district reported that Japanese funds amounting to US$90,000 have been used to support return transportation of IDPs from the district to Bacan and Sanana, both in North Maluku. The IDPs originally fled in January 1999. Food and Food Security The final distribution by AcF in the Masohi area has been delayed slightly due to logistical problems but should begin for the last 11,000 beneficiaries on 24 September. In the first week of October the final distribution will be undertaken in Ambon Island with close to 50,000 beneficiaries. Health and Nutrition UNICEF has completed the present distribution of Vitadele - micro nutrient supplements for babies under two - in Tual, Banda and Buru. MSF-B's surgical programme is ongoing and surgical donations to two of four Ambon hospitals have been completed. IMC has proceeded to south Buru where two of its doctors will be stationed in Leksula and Wamsisi. Water and Sanitation UNICEF is working closely with the Ambon Municipal Government to ensure proper handover of the running of the garbage trucks and septic tanks from the UNICEF sponsored NGOs to the Municipality. The official handover is expected at the end of September. MSF-B's water and sanitation support to Waraka, Seram, is being implemented as planned and proceeding well. Shelter and Relief Items Mercy Corps has a team in northwestern Seram monitoring projects it has been supporting. Another team will head to north Buru on 22 September to monitor NFI distribution and shelter proposals. On 1 October, Mercy Corps will conduct a one-day shelter training for partners involved in shelter activities. MSF-B is finalising limited assistance to several villages in the westernmost parts of Seram in the form of items such as blankets and mosquito nets as well as limited water & sanitation activities. Conflict Management UNICEF organised a three-day conflict management workshop in Ambon from 18 to 20 September with youth groups as the main target. Income Generation AcF has started its pilot phase of income generation support in Ambon. About 40 families in 13 sites are being targeted. Other On 18-19 September, the UN Resource Centre, Mercy Corps, the local Government and several local NGOs jointly organised a seminar on IDPs in Maluku. About 140 people attended, coming from the provincial and district-level Government (including health, social, public works, education, and planning departments), local NGOs, international organisations, and civil society. The objectives of getting a broad and active participation from all levels, and to develop recommendations for improved consistency and coherence in assistance to IDPs, were met. Working groups (on coordination and information; women and children, including education; basic needs; empowerment; security and protection; recovery and return) produced a number of ways forward. The Vice Governor closed the seminar by committing the Government to actively carry forward the momentum gained and to take the lead in follow-up. NORTH MALUKUGeneral Situation Lt. Col. Sahyudi was installed as the head of the Pattimura District Military Command in charge of North Maluku province on Wednesday. According to the police, the weeklong strike at the Barito Timber Processing plant, at Jailolo sub-district of North Maluku district, has ended peacefully and the 3,000 workers have resumed work. IDPs Satkorlak reported that 965 IDPs have returned to their host villages from various camp locations within and outside the province. Details: 160 Christians from Tobelo to Sahu and Jailolo; 443 Christians from Bitung to East Gane, Bacan, Tobelo, Obi and Ternate; 283 Muslims from Ternate to Tobelo, Gurua, Gamsungi and Popilo; and 71 Muslims from South Morotai to Tobelo and Tolonuo. Assessments AcF team continued their assessment of needs for rehabilitation in Doi Island, Loloda. An FAO consultant visited Ternate during the week for discussions with provincial and district officials and representatives of humanitarian organisations operating in the province to evaluate the situation in the agricultural sector and the type of emergency assistance needed by returning IDPs. Housing Reconstruction WVI distributed 1,199 roofing kits to 656 households in Tobelo & Galela sub-districts and to 78 households in Malifut and Kao sub-districts. The Central Halmahera district administration have completed the construction of 75 units of houses in Fayaul village of Wasile sub-district that are intended to house IDPs from the area currently living in displacement camps in Kao, Ternate and Tobelo. Health MDM carried out medical consultations in Makian Island (96 patients) and in Bataka & Baru villages (38 patients) and in Borona village (47 patients) of Ibu sub-district. IMC continued routine health activities at the Puskesmas of Tobelo, Galela, Kao, Daruba and Posi-Posi Rao, South Morotai, and Bere-Bere, North Morotai sub-districts. Water and Sanitation The MDM programme on construction of washing & bathing facilities (MCKs) and wells in Jailolo sub-district continues. Rehabilitation work of sub-health centres (Pustu) in Ibu sub-district is in progress. Distribution of Non-food Items The AcF rehabilitation and reconstruction assistance programme, which includes the distribution of seeds & tools, continues in East Gane. Peace-building The WVI peace-building programme continued in the sub-districts of Kao, Malifut, Galela and Tobelo. Twenty elementary schoolchildren from each sub-district were involved in activities that enabled them to visit each other's area. OTHER The U.S. government on Wednesday pledged US$10 million to assist IDPs in the Malukus.
