MALUKU

General Situation

The trial of Alex Manuputty, leader of the Front for Maluku Sovereignty (FKM), was one of the two hot issues in Ambon this week. Manuputty was arrested earlier in April this year for defying the Provincial Government's orders and raising the flag of the South Maluku Republic to celebrate the founding of RMS. The trial continues amid tight security.

The other significant event in Ambon was the visit of Djafar Umar Thalib, the leader of the Laskar Jihad who arrived last Sunday (21 Oct.). He reportedly held meetings with various groups and delivered a speech at the Al Fatah Mosque on Tuesday, expressing that George Bush had declared war against Muslims, that Colin Powell had said that the next target would be Indonesia due to the presence of Laskar Jihad, that Muslims have been instructed by Allah to protect this country and fight to implement Syariah law. He regretted that some Muslims were talking about peace and reconciliation and stressed that the war would not be over until Muslims could celebrate Idul Fitr in Kudamati, Passo, Saparua and other Christian places. He called on Muslims to consolidate and unite to introduce Syariah law in Maluku. Umar Thalib's presence in Ambon raised fears of increased tension between the communities. He is scheduled to hold another meeting with Muslim leaders on Saturday, 27 October.

Other security incidents in Ambon, which may or may not be related to the above two events, include:

* On 21 October, a Muslim 'ojek' (motorcycle taxi driver) was stabbed. The police in Halong later arrested a person who was trying to sell the motorcycle. The same day, a Muslim group attacked four Christian motorcyclists who ventured into the Batumerah area, beating severely one motorcyclist and burning two of the motorcycles.

* Several bomb explosions were reported in Ambon city. Bomb explosions were also heard on Thursday night in the vicinity of Ahuru, which was accompanied by gunfire.

UNRC and UNICEF international and non-Ambonese national staff who were relocated last week remain in Jakarta. However, the UN security officer (AFSO) remained in Ambon to monitor the situation.

Assessments and Planning

A water and sanitation officer from AcF will visit Ambon next week to assess the situation of IDPs from Buru Island in Southwest Ambon. The target groups are IDPs from Buru Island who live with relatives and may need water, sanitation and shelter assistance.

The MSF-B medical team in Ambon will assess medical needs in isolated villages and enclaves of Buru and Seram islands.

 

IMC's marine logistician completed the evaluation of the boat that will be deployed to Maluku. This included preparing cost estimates for repairs, operations and maintenance.

Food Security

On 23 October, AcF started its last round of general food distribution in Ambon City, which is expected to finish by the first week of November.

AcF has completed the registration process in North Seram and Northwest Buru where 610 households are expected to receive seeds and tools. Of this group, 81 households are considered very vulnerable and will also be receiving non-food packages, such as blankets, mats, stove and plates. In Northwest Buru, 1,222 households will be getting seeds and tools. AcF will also distribute 101 packages of seeds and tools and 17 sets of fishing equipment in Waipo village on Buru Island.

AcF is procuring items in preparation of the upcoming implementation of their empowerment programme targeting the most vulnerable groups. The programme will start in first week of November, and will initially be implemented in Ambon City and surrounding islands.

The micro-credit and fishery sub-groups organized a meeting to discuss issues affecting this sector. Another meeting is being set up by NGOs working in the food and economic sectors to discuss common issues and concerns, which will then be raised with the Government.

Health and Nutrition

UNICEF has received about 8,000 boxes of Vitadele (UNICEF complementary food for children) on 20 October to be distributed in Ambon, Seram, Saparua, Buru and Southwest Maluku.

MSF-B will carry out refresher training courses on management of emergency cases for medical staff of four hospitals in Ambon City, namely Al Fatah Hospital, Haloussey General Hospital, GPM Hospital, and Bakti Rahayu.

IMC doctors in Masohi, Seram Island, and Wamsisi, South Buru, continued to provide medical support to health authorities. The doctor in Wamsisi is working with the health authorities to prevent further outbreaks of diarrhoea and dysentery, which have claimed the lives of six children.

Water & Sanitation

Six local NGOs from the Muslim and Christian communities have agreed to jointly implement a clean up campaign in Ambon City. The group identified themselves as "Team Masohi", and will be working closely with the Garbage and Sanitation Office of Ambon City. Team Masohi's activity will start on 27 October with a meeting to discuss issues that affect garbage collection and the cleaning of the city. Health officials, community and religious leaders, garbage collectors, local and international NGOs, the military and police, are expected to attend.

This meeting will coincide with the transfer of two garbage trucks, two septic trucks and several garbage containers from UNICEF. For the past six months, the project has been implemented by two local NGOs, one from each community.

One of the Mercy Corps partners recently received an award from the central government in recognition of their successful implementation of a community water project in Latuhalat, Ambon Island. The group "SP3" is a government-sponsored programme, which places new graduates in villages to help communities develop their capacities and resources. This project provided clean water to 294 IDPs and 410 people in Latuhalat. To date, Mercy Corps has implemented twenty-four water and sanitation projects benefiting about 35,000 people.

A water and sanitation coordination meeting was held this week, which was attended by representatives from the Public Works Office, MSF-B, Mercy Corps, and other local NGOs.

An MSF-B water and sanitation team is constructing and rehabilitating latrines in Halong IDP camp.

Shelter and Relief

Mercy Corps with funds from UNDP will support four local NGOs to implement shelter projects to rehabilitate 686 houses for some 4,000 returnees in 11 villages and sub-villages of North Buru.

Other

UNICEF will send 4 people from different NGOs to Medan to attend a Child Soldier Conference to be held from 29 31 October 2001.

Government officials who are in the process of setting up a Centre for Information and Coordination at the governor's office presented procedures for the registration of local NGOs on Thursday (25 Oct.). The discussions took place at the OTI-funded NGO Community Centre. During the meeting, the local NGOs and government officials stressed the need for better information sharing and coordination.

NORTH MALUKU

General Situation

North Maluku has been relatively calm during the week. The main humanitarian activities were the movement of returnees, mainly from camp locations in Ternate and Tobelo to their original homes.

IDPs

The Satlak office of North Maluku district reported that as of 18 October, 145 Muslim IDPs had returned from Ternate to their villages in Togoliwa of Tobelo sub-district.

The state-run radio station RRI Ternate reported on Wednesday 24 October that 416 Christian IDPs originating from Bacan, Jailolo, West Gane and East Gane of North Maluku district will be returned to their villages from Sorong district of Papua Province.

Assessments

AcF undertook an agricultural assessment in Ibu, Sahu and Jailolo sub-districts and another one on rehabilitation on Doi Island, Loloda sub-district. AcF will carry out a food security assessment in Bacan sub-district.

Health

MDM is preparing material for the training of traditional birth attendants (TBAs), midwives and nurses in Sahu, Jailolo and Ibu sub-districts.

IMC national doctors have returned from Ternate to their respective posts in the sub-districts of North Maluku Province.

WVI is preparing the material and supporting tools for a health promotion activity in various IDPs camps in Ternate City.

Water and Sanitation

MDM's continues to provide logistic support to a water and sanitation programme in Ibu, Jailolo and Sahu, North Maluku district and Wasile, Central Halmahera district.

Housing Reconstruction & Rehabilitation

WVI continued the distribution of roofing kits for 204 families in 2 villages of Tobelo, 15 families in 1 village of Galela, 24 families in 1 village of Kao, and 143 families in 6 villages of Malifut sub-districts.

Education

Provincial education official Haji Ahmad said his office would receive Rp11 billion (approximately US$1.1 million) from the World Bank for the fiscal year 2001. The funds will be used to support 33 education programmes including the construction of 11 elementary schools. The programme will cover South Morotai, Galela, Makian sub-districts and Ternate City.

CENTRAL SULAWESI

General Situation

On 19 October, the police in Banggai district seized a fishing boat in Balantak Island, Banggai district. The boat was loaded with ammunition and firearms. On 21 October, the Central Sulawesi Police said that a truck loaded with "Laskar Jihad" members from Ambon had arrived in Poso. The police had found this out after arresting an Ambonese police officer who accompanied the truck and who admitted having accompanied similar groups to Poso three times already. Each trip to Poso consisted of five trucks loaded with around 100 persons.

On Sunday morning, the people of Tabalu village tried to make their way into Tangkura village. The military at the security checkpoint on the border between the two villages tried to drive them away, provoking a clash in which a Brimob (Police Mobile Brigade) officer lost his life. Later on, around 30 people were arrested, of whom many were said to be civilians arrested because they were carrying self-assembled weapons. As they were being hoarded onto trucks, local residents (assumed to be Muslims) reacted and burned all security checkpoints (around 20 posts) in Poso Pesisir. On 22 October, a rally was organised at the office of the Central Sulawesi provincial Police to demand their release. Due to the unstable situation, CWS cancelled their plan to distribute rice in Tentena on Tuesday.

Food distribution

On 21 October, CWS distributed rice to Toini village in Poso Pesisir. CWS was not able to undertake its planned rice distribution in Betalemba because its team had to pass through the villages of Tabalu (Muslim) and Tangkura (Christian), which were blocked by TNI and Brimob police for security reasons. The TNI and Brimob told CWS field staff in Tangkura that the distribution location has been changed to Pantangolemba village.
