*IDP houses will be constructed gradually* The head of Maluku Public Works Department,
Ir. Piet Mustamu, reported that houses for IDPs in Maluku will be constructed gradually. Based
on the past experiences most of the houses reconstructed that were near the Christian-Muslim
border were burned again by rioters. To avoid such occurrences, security clearance and
recommendations must be given by the Governor and the Pattimura Regional Military
commander before houses are reconstructed.

*Wagub meet with local NGOs* As an outcome of the recent IDP seminar, which was held
at the Amans Hotel last September 18-19, the Vice Governor of Maluku, Dra. Paula Renyaan,
anticipating that NGOs in Maluku could work together with the Government and other NGOs as
conveyed in seminar. Through sharing of data and information, a more integrated and
cooperated approach could be put into operation, such as identifying IDPs should be assisted
for emergency and relief, who are not, as well as other activities and services being provided for
these group by NGOs and the Government.

*Investigation team sent to Buru* The Chief of the Social Culture Division of the Provincial
Planning and Development Board (Bappeda),Dra. Ny. Assmariah Latuconsina reported that the
Provincial Inspectorate Office for Maluku sent an investigation team to Buru Island, to
investigate reported cases of the missing salaries that were allocated for village midwifes in
Buru district. According to some reports, the Head of the District Health Office in Buru district
took the payment.

*Truck driver start to activate transactions in Galala* After about a week of suspending
their activities as a result of the bombing incident in Galunggung which killed a truck driver,
Dantje Wattimena, Muslims and Christians truck drivers agreed to resume their activities in
Galala. According to the group the incident was purely a criminal act thus, left it to the police
to further investigate the case.

*Civil emergency in Maluku not clear* Law observer George Leasa, SH, MH, said that the
implementation of civil emergency rules in Maluku were flawed. According to him, the Governor,
as the chief of the civil emergency board should be firm rather than persuasive. He added in
normal situations, the use of persuasion is more appropriate.

*People in Luhu needs Puskesmas* Commenting on the request by residents of Luhu, West
Seram to open a health clinic (Puskesmas), the Head of the Maluku Provincial Health Office,
dr. Ristianto Sugiono, promised to convey the request the Central Maluku Health District Office
as this village falls under their area of operations, which he hopes to get an immediate
response.

*People still possess weapons* Maluku Regional Military Commander, Brig. Gen. Mustopo
said at many civilians in this province are still possessing illegal firearms. However, he would
not order to carry out a weapon sweep as it could create new problems between the soldiers
and the civilians. In his opinion it would be better to let people realise the dangers of it
possessing illegal firearms and voluntarily hand them over to authorities.

*RSU Tual lack of service* A number of patients at the Tual General Hospital (RSU)
complained about the health services provided by the said hospital. They reported that the
hospital did not have capable medical staff . As a result, patients prefer to go to the hospital in
Langgur, which they consider to provide better health care and services. Commenting on this,
head of Maluku Health Department, dr. Ristianto, said his office will deploy better medical
personnel to the hospital, in anticipation to more complaints.

*Mayor complaints for IDP numbers* Despite the improvement of the security situation in
Ambon city, the Mayor of Ambon, Drs. M.J. Papilaja observed the increase in the number of
IDPs reported in the area. In this regard, he sent a letter to the Governor of Maluku asking for
the definition and criteria of IDPs. Using this definition and the criteria, the city government will
start to implement new registration system. IDP identification cards will be given, which will
indicate their places of origin and present location, and accordingly will only receive assistance
using this card.

*Vendors moved to Anthony Reebok* Following the recent bombing incident in the area, the
Mayor of Ambon city, Drs. M.J. Papilaja, reported that selling of goods in front of the alternative
campus of the Pattimura University at Jl. Latumenten in Pohon Pule area have been prohibited.
Vendors have been moved to Jl. AM Sangadji and Jl. Anthony Reebok. This is based on the
city Government’s scheme to move the transaction areas to better and safer place. He also
added that according to several interviews with a number of vendors, they do not want to be
blamed on the two bombing incidents in the area. (Pohon Pule)

*Dinkes forms team to anticipate HIV/AIDS* To anticipate the increase of HIV/AIDS cases
in Maluku, the Provincial Health Department has formed a special team to conduct and
information campaign on the dangers of HIV/AIDS virus throughout the province. According to
dr. Ristianto, Head of Maluku Health Department, he will be coordinating with local NGOs to
help in the information drive to support this programme.

*IDPs do not have electricity* Mery Taribuka, an IDP from Rumahtiga who has been moved
to an IDP barrack in Kayu Putih, reported they still have no access to electricity. She added
that a local NGO promised to assist them with the problem, but have not heard them again.
