Why, it's the power of love, of course!
Okay, actaully, this explanation will be rather short; because it doesn't really need much of one...  Love is the key.  It's what Saionji longs for, it's what Miki had in his sunny garden, it's what Juri is forbidden, it's what Touga and Nanami really need.  And Dios had it.  Dios had it oozing out of every pore in his body.  But Anthy stole it away from him (whether intentionally or no), and he turned into Akio.  I think Akio has lost his ability to love.  Maybe he still loves Anthy a bit, but it's buried deep.  Perhaps, in fact, it wouldn't really be so bad if Akio attained his revolution.  Maybe it would simply enable him to love, again.  The idea of Akio being the devil isn't so far off, but he's like Dante's devil: half-frozen in the ice of his own creation.

And, of course, to top it off, Utena had plenty of love for Anthy, and this is what made her able to become Anthy's prince.  Everyone else who was in the duels was in it for themselves, only Utena and Mikage were in for nonselfish reasons.  Mikage came close to the Revolution, but in the end I suppose he was just one step away; his love for Tokiko wasn't quite close enough.
