Statement Of (Concern) And Call For Moral (Conscience)

To the Chief of Police of Papua (Province)
At JAYAPURA

Greetings of peace,

Since the discovery of (a cache of) explosives by the Police Resort of Sorong in the office godown of Bina Tirta Company of Sorong and the private home of Haj Muhamad Koya on Wednesday, 19th February 2003, the (relative) calm of (local) residents has turned into deep concern. In view of the situation, questions are being raised by the people:

* What lies behind the discovery of explosives at the private home and the storage of the company owned by Haji Muhamad Koya?

* Why did Haji Muhamad Koya keep these instruments for the destruction of human lives?

* Were those explosives going to be used for fishing, in view of the fact that Muhamad Koya is not in the fishery business but is the director of a forwarding agency whose daily activity is that of loading and unloading goods in the harbour?

* Does Haji Muhamad Koya have some connection with the Ambonese jihad group or is he linked to the bombing of Bali which had cost the lives of hundreds of lives?

* Does the storing of these explosives in such large quantities have anything to do with terrorism actions, in view of the fact that the land of Papua is now rife with political debates and meddling of the economy on a global scale?

As far as the above discovery is concerned, we suspect that this is the work of only a well organized group which has the support of a network of other organizations having the same well-planned mission.

Based on the above situation, we hereby issue a statement:

* We urge you as the Chief of Police of Papua to immediately investigate and prosecute the individuals who have (been guilty of) storing the said explosives in Sorong, to be processed further in a transparent manner based on the Anti Terrorism Act. Thus the people will believe that the (police) authorities are indeed capable of dealing with all kinds of threats endangering the population.

* From previous experience in similar instances in Sorong, in which the jihad issue has been rife from the years 1999 until 2002, but have not been followed up by the police of Sorong, we hereby request the security forces, in this case the Police of Sorong Resort.

* To help investigate and uncover the network of groups suspected to be involved with acts of violence in Indonesia. This is intended to foil attempts by certain parties to hinder the prosecution of individuals involved in the explosives find at the house of Haji Muhamad Koya.

* We have reason to believe that the explosives stored at the house of Haji Muhamad Koya are related to terrorist activities by hard line groups who are being targeted all over the world today.

* (and) that thje explosives found at the private home and office godown owned by Haji Muhamad Koya have nothing to do with religious or other SARA issues (SARA = sensitive issues connected to differences in race and religion).

* In order to ensure the (successful) implementation of the Quranic Reading contest at Provincial Level to be held at Sorong in the month of June 2003, we request that the security officials of Sorong to act with utmost vigilance from the preparation of the contest site, and welcoming of delegates of participants and delegaties from other regions (provinces).
