ACEH (Nanggroe Aceh Darussalam)
General Situation
According to local media reports, 5 GAM members, 2 civilians and 1 TNI soldier were
killed during the week.
A local newspaper, Serambi, reported on Friday (4 Apr.) that 2 GAM members were
killed by the police force on Wednesday (2 Apr.) in Limpok village, Syiah Kuala
sub-district, Banda Aceh, after having been suspected of involvement in acts of
extortion. A similar incident occurred on Thursday (3 Apr.) in Lueng Sagoe village,
Mutiara sub-district of Pidie district, where the security force gunned down 3 alleged
GAM members who were refusing to surrender for a number of reported thefts.
Serambi reported on Thursday (3 Apr.) that 41 LNGOs and civil society groups formed
a Civil Coalition for Peace on Tuesday (1 Apr.) in Banda Aceh. The group on
Wednesday (2 Apr.) launched a peaceful demonstration in front of JSC office
demanding JSC to take firmer actions in saving the peace process. The coalition also
declared that it would increase its activities during the month of April to spread the
word of peace in all of Aceh.
The Public Information Unit (PIU) of HDC reported that HDC conducted an open
discussion on 26 March to socialise the Cessation of Hostilities Agreement (CoHA) at
a local Islamic Boarding School in one of the Peace Zones, Indrapuri sub-district,
Great Aceh.
Serambi reported on Sunday (30 Mar.) that some 2,000 local settlers protested in the
streets of Meulaboh, the capital of West Aceh, on Saturday (29 Mar.) to reject the
establishment of Peace Zones in the district. The mass called upon local authorities
to leave security matters with the local security forces rather than referring to JSC.
Assessment
BAKORNAS PBP and OCHA from 31 March to 3 April conducted a mission to review
the IDP situation in North Sumatra and follow up on implementation of the
government's policy to resolve the IDP's issue in Indonesia. OCHA also took the
opportunity to monitor IMC's project in health sector for the IDPs funded by
DFID/OCHA. The mission travelled to IDPs sites in Sei Canggang and Sei Lepan
sub-districts, Langkat, North Sumatra.
Population Movements
Vice Governor of North Sumatra, Lundu Pandjaitan, mentioned on Thursday (3 Apr.)
that the Provincial Government is in the process of recounting the number of IDPs
from Aceh in North Sumatra before the rest of the termination funds are distributed.
Currently the Social Department in Jakarta has provided funds for 12,000 families out
of 23,153 families counted. Up to January, the Provincial Government distributed the
funds to 7,643 IDP families and put the rest of the funds for some 4,357 families on
hold until the recounting process is completed.
The local PMI reported on Saturday (29 Mar.) that 2 out of 776 IDPs, who have taken
shelter at a football stadium for the past 17 days in Banda Aceh, died from illnesses
after being hospitalised at the main hospital.
Serambi reported on Monday (31 Mar.) that 9,000 persons have been displaced from
their homes in Julie sub-district of Bireuen district to a nearby mosque and host
communities due to the unstable security situation. As a result, 23 schools, mostly
primary and junior high level have temporarily stopped activities due to absence of
students and teachers.
Food and Agriculture
WFP through PMI as of Thursday (3 Apr.) has started distribution of 17.5 MT rice for
1,752 beneficiaries in Nibong, Dewantara and Syamtalira Bayu sub-districts of North
Aceh district. WFP last week completed distribution of 5 MT in Samudra sub-district
of North Aceh district.
Others
Oxfam from 26 to 27 March presented a two-day workshop on community
participation strategy for 17 partner staff members with support from an LNGO, Bina
Swadaya.
Oxfam staff attended an internal workshop on contingency planning from 19 to 21
March at its headquarters in Yogyakarta.
MALUKU
General Situation
Local newspapers, Ambon Ekspress and Siwalima, reported from 27 to 31 March on
demonstrations in Ambon city by students and members of the community at the
governor's office and other government offices, as well as the United Nations building.
The demonstrations were mainly protesting the war in Iraq, but one demonstration
was against the UN office's establishment in the province. The demonstration was
generally peaceful although damage was made to the UN front perimeter wall
including UN sign post.
Siwalima reported on Friday (4 Apr.) that a bomb was discovered in Batu Gantung
residential area (Ambon city suburb) on Thursday (3 Apr.) about 02:00 p.m. local
time. Police bomb disposal squad successfully defused and removed the ordnance.
Investigations are underway to find a culprit.
Assessments
A joint UN OCHA-BAKORNAS-SATKORLAK mission led by the Chief of OCHA
Indonesia, and an official from BAKORNAS Jakarta, visited Ambon from 26 to 29
March to assess the current condition of IDPs, to take stock of the progress made
under the national policies for IDP handlings and especially agree on the number of
IDPs in need of durable solutions.
Mercy Corps conducted assessment of community needs in South Buru from 29
March to 4 April. The mission also monitored progress of a school project for
distribution of desks and chairs in Waemulang town in the area.
AcF reported on the assessment activity for water and sanitation in South-East
Seram.
Food Security and Agriculture
Mercy Corps conducted a pre-monitoring activity from 26 to 28 March in North Buru to
determine the need for distribution of seed and tools for the local community and IDPs
in the area. The implementation will be through an LNGO, Yayasan Serambi Maluku
Jaya.
AcF is preparing distribution of seeds, tools, and fishing equipments in South Buru.
AcF has also finalised its donor report.
Mercy Corps funded an LNGO, Fata Nara, to distribute seeds and tools for IDPs and
local people in Ohoiraut village, South East Maluku. 281 families and 314 individuals
are expected to benefit.
Health
IMC this week conducted a total of 3,234 medical consultations at its health stations
in Buru and Seram Islands.
MSF-B conducted 503 medical consultations at its supported health centres in the
province. Based on cases seen, MSF-B concluded that Respiratory Tract Infection is
a major problem for children under five years old. Meanwhile, cases of dengue fever
have also been reported.
MSF-B left for South Buru on Sunday (2 Apr.) to provide health services, training and
drug donation to the various health stations in need or supported by the organisation.
Meanwhile, MSF-B is commencing preparations for a mental health programme at
health units on Ambon Island.
Water and Sanitation
MSF-B is implementing activities for general maintenance and improvement of water
and sanitation facilities in Ambon IDP camps and collective centres. MSF-B also
completed a programme for water connection for new Ahuru IDPs, who originally
came from Anggaran Office, in Karpan camp (Suburb of Ambon city).
Mercy Corps provided funds for an LNGO, Kelompok Mitra Usaha Tani, to provide
water pump machines for watering cornfield in Passo of Ambon Island. It is expected
that 51 families (714 people) would benefit from the machines.
Mercy Corps provided funds to an LNGO, Putra Matalete, to implement a water and
sanitation project for IDPs and a local community in Halong Baru, suburb of Ambon
city.
Education
CARDI's Emergency Psychosocial Project (EPP) continues providing support to the
conflict affected youths and children through direct school support and structured
non-formal education activities.
CARDI signed a contract for Water, Sanitation and School Rehabilitation Programme
that covers 17 schools for water and sanitation rehabilitation, and 10 schools for
building rehabilitation. All schools are on Ambon and Seram Islands.
Mercy Corps provided funds to an LNGO, Yayasan Maluku Membangun, to distribute
school equipment (desks, chairs, black boards) for students and teachers at SD
Kristen (Christian elementary school) in West Seram.
Mercy Corps provided funds to an LNGO, Yayasan Studi Etnologi Masyarakat
Nelayan Kecil, for distribution of school equipment (desks, chairs, black boards) for
students and teachers in Rohua and Sepa villages of Seram Island.
Economic Recovery and Infrastructure
Mercy Corps staff, as an observer, attended a coordination meeting on 28 March that
was aimed at guiding and supporting LNGOs, community committee and beneficiaries
to understand and implement CARDI programme more effectively and usefully.
Participants attending the meeting included staff from CARDI, Dinas Sosial and other
local government departments.
Mercy Corps staff attended a coordination and sharing information meeting on
Thursday (3 Apr.) to seek future possibility for work in economic empowerment for the
community. Participants attending the meeting included staff from local government
unit for Commerce and Industry (Dinas Perindustrian dan Perdagangan)
CARDI's Community and Rehabilitation Programme continues providing support for
return and reintegration efforts in Ambon and Seram through provision of livelihood and
infrastructure assistance.
CARDI conducted Income Generating Activities training in Ambon from 27 to 28
March. Participants were from LNGOs, community-based organisations, and
government departments.
NORTH MALUKU
General Situation
A local newspaper, Mimbar Kieraha, reported on Thursday (3 Apr.) that the North
Maluku Governor has appointed 5 government officials to be installed in the newly
created districts and municipality in North Maluku province as acting Bupati and
Mayor. They are Djidon Hangewa as acting Bupati of North Halmahera district, Arif Y.
Wahid as acting Bupati of South Halmahera district, Nurdin Umasangaji as acting
Bupati of Sula Island district, M.Nur Zauhari as acting Mayor of Tidore Island
Municipality, and Sudirman Gani as acting Bupati of East Halmahera district. The
official instalment ceremony will take place upon the arrival of the Governor from
Jakarta.
Population Movement
The Secretariat of SATKORLAK office reported that last week the office facilitated the
movement 147 displaced families to Foya village in East Gane sub-district. The IDPs
had fled from the conflict area and spent 4 years in displacement. Foya village is a
neighbouring village of the IDP's places of origin. The IDPs are not being returned to
their village of origin as there is still resistance from the local settlers.
Water and Sanitation
CARDI approved two proposals for its Water and Sanitation Project that would be
implemented in Gamlamo and Tahafo villages of Ibu sub-district.
Food Security and Agriculture
FAO this week has completed building of 120 canoes under its Fishing Gear and
Canoes assistance programme. Another 83 canoes are still under construction. The
distribution of the canoes is scheduled during the second week of April.
Health
WVI conducted cross-checking on the population data in Bori, Watelo, Tomabaru,
Gayok and Gol-gol villages in Kao and Malifut sub-districts. The data will be used for
its health programme.
IMC stopped its medical activities in Tobelo and Daruba villages of South Morotai
sub-district, and refocused its activities to South Obi and West Bacan sub-districts.
Shelter and Non- Food Items
WVI distributed materials for its Roofing Programme in Soatobaru, Seki, Roko,
Oribale, Limau and Bobisingo villages of Galela sub-district from 27 to 31 March.
Education
CARDI supported 16 peer educators to attend radio training from RRI Ternate
(government-owned radio station) from 3 to 4 April for the preparation of its Radio
Programme. The launch of the Radio Programme is taking place on Friday (4 Apr.)
and the programme will be broadcast by RRI every Wednesday. The 16 peer
educators will host the programme. This is a radio talkshow programme that will
highlight various topics, such as information on IDPs, reconciliation etc.
WVI distributed school supplies (stationary) to SD Inpres Gamhoku, SD GMIH
Gamhoku and SD GMIH 1 Gura in Tobelo sub-district from 27 March to 1 April.
WVI is collecting relevant data from elementary schools in Ternate that will be used
for its Magazine Production Programme.
Economic Recovery and Infrastructure
WVI distributed building materials for construction of MCK Type 3 that is under its
public infrastructure rehabilitation programme in Galela sub-district (covering Pune,
Igobula and Bobisingo villages) from 27 March to 1 April, in Malifut sub-district
(covering Talapao, Matsa, Tabanoma and Lainoma villages) from 21 to 28 March. WVI
also distributed building materials for its Community Recovery Project (CRP) in
Buho-buho, Yao, Tawakali, Bere-Bere, Korago, Pangeo, Wayabula, Aru Irian, Aru
Burung and Gotalamo villages on Morotai Island.
WVI transported sand for its Housing Kit Project on Morotai Island (covering Tiley
Pantai, Pilowo, Aru Irian villages) from 27 March to 1 April, in South Jailolo sub-district
(covering Dodinga, Rioribati, and Akeara villages) on 27 March, and in Tetewang
village of Jailolo sub-district on 27 March. WVI also transported sand for construction
of MCK Type 3 in Matsa and Ngofagita villages in Kao-Malifut sub-district from 27 to
28 March.
PAPUA
General Situation
Radio New Zealand International reported on Monday (31 Mar.) that an accidental
discovery of an explosives cache in Papua has led to fears of covert militia activity in
the region. The concerns have been raised by tribal leaders in the coastal town of
Sorong, where police have arrested Muhamad Kova, a local businessman and Islamic
politician. Sorong's district police chief Failsa Abdul Nasir said Kova had been taken
into custody and faces up to 20 years in jail for allegedly storing 12 home-made
bombs in the warehouse of his cargo handling company. The Australian Associated
Press quoted police saying the businessman told them that he stored the explosive
for self protection. His lawyer denied that he was involved with any extremist groups
that have been established a presence in Sorong and other coastal towns of Papua in
recent years.
Suara Pembaruan reported on Tuesday (1 Apr.) that The First Commission of the
Papuan Legislative Assembly and human rights activists in Papua have expressed
alarm about plans to send additional one thousand soldiers to Papua. They say there
are no grounds for the Local Government to agree to such an increase. The
commission feels that these troop reinforcements will only result in yet more
problems for the Papuan people who have suffered for long. These views were
expressed by the chair of the First Commision, Yance Kavame, and human rights
activist Anum Siregar of the Democratic Alliance. The intention to send more troops to
Papua was announced by army chief of staff, General Ryamizard Ryacudu. He also
said extra troops would be sent to Aceh.
Food Security and Agriculture
A local newspaper, Cendrawasih Pos, reported on Tuesday (1 Apr.) that tens of heads
of villages from Wamena district held a demonstration in the SATLAK office in
Wamena on Monday (31 Mar.) questioning the recent distribution of 6 tonnes of rice,
which they considered unfair. There are 30 villages in the district and the amount
distributed has not met the basic need. Acting Chief of SATLAK, Djupriadi, stated that
his office has distributed rice to 7 affected sub-districts. So far, there has been no
assistance from Provincial or Central Government. Food shortages would soon be a
serious problem in these sub-districts.
