ACEH (Nanggroe Aceh Darussalam)
General Situation
One civilian and one TNI soldier were killed during the week according to local media
reports.
The JSC in a press release Saturday (15 Feb.) sanctioned both GAM and GoRI for
four cases of serious violations of the Cessation of Hostilities Agreement (CoHA).
According to news media, National Military Commander, Endriatono Sutarto,
expressed his disappointment on Monday (17 Feb.) that two of the three sanctions
put upon the GoRI by JSC during the weekend should have been categorised as an
act of crime not as violation of the CoHA.
HDC reported at a press conference on Thursday (20 Feb.) that there was no incident
reported in Indrapuri since it was established as a Peace Zone on January 25. The six
new Peace Zones recently announced will be officially established by the end of
February. The JSC will be establishing offices and a permanent monitor presence in
each of the Peace Zones. The international community remains eager to provide
economic aid to Peace Zones.
Population Movements
JSC escorted 200 IDPs on Thursday (20 Feb.) from Bireuen district to their homes in
Takengon, Central Aceh district. Some 500 more IDPs are planned to be escorted
later this week. This was the second time since the signing of the agreement that
JSC escorted IDPs and guaranteed their safety upon return. JSC is also working with
CARDI on the planned return of IDPs on 4 March to Indramakmur and Pante Bidari,
East Aceh district.
Assessments
A joint mission of the World Bank, the Asian Development Bank, and UNDP travelled
to Banda Aceh on 17 to 22 February to start a review on public expenditure regarding
the special autonomy, financial management, human developments, infrastructure,
justice and security, and business environment. This programme is to continue for the
next two months until a final report is issued in early May to determine future
programmes and interest of international donors for assistance to the province.
Health
WHO Senior Emergency Officer Jose Echevarria, visited Banda Aceh from 18 to 20
February to follow up on WHO's scabies intervention being implemented with the
Provincial Health Department. WHO also looked into future programmes with the
Health Department to be focused on in surveillance/data collection of communicable
diseases, eradication of polio, immunization, drugs supply, malaria study, and
strengthening of a coordination mechanism among health related institutions.
WHO and the Provincial Health Department conducted a coordination meeting on
scabies treatment on Friday (21 Feb.) attended by UNICEF, OCHA, CARDI, SC US,
ICMC, PMI and Bappeda.
SC US conducted Posyandu Cadres training in Lamteuba and Lampanah
sub-districts, Great Aceh district for some 130 cadres from 20 February to 1 March.
Water and Sanitation
CARDI went to Pidie district from 19 to 21 February to assess possible resettlement
sites for returnees, for a possible intervention to rehabilitate water sanitation facilities.
Economic Recovery and Infrastructure
CARDI from 17 to 20 February conducted a final evaluation of the income-generation
project in Central Aceh and Bireuen districts for 752 households (3,300 beneficiaries)
within its livelihood programme.
ICMC visited Pidie district from 19 to 21 February to meet with local partners and
beneficiaries to monitor its Female Headed-Households Programme.
SC US distributed 400 ducks on Wednesday (19 Feb.) to 16 youth members in Pulo
Aceh sub-district of Great Aceh district to be used for income generation activities.
Others
SC US is conducting motorcycle service/repair training for 16 youth members in
Tangse sub-district of Pidie district from 19 February to 10 March implemented
through BKPSM.
SC US from 19 to 20 February conducted chilli planting training for 50 women in
Tangse sub-district through local partner BKPSM.
SC US conducted a meeting with youth organisations in Pulo Aceh sub-district, Great
Aceh district to assess their future programmes, which would be supported by SC US
as a follow up of the leadership training completed last week.
CENTRAL SULAWESI
Food Security and Agriculture
CWS Tentena distributed vegetable oil and red beans in four villages of Lage
sub-district and red beans in four villages of East Pamona sub-district from 13 to 14
February. Total beneficiaries from both places were 283 families for vegetable oil and
1,793 peoples for red beans.
Health
IMC held an Intensive Education Campaign (IEC) focusing on mother and children's
health from 18 to 20 February at posyandu in Kulinti, Tonusu, Salopu villages of North
Pamona sub-district. Some 198 people attended the event.
IMC conducted a mobile clinic programme on Tuesday and Thursday (18 and 20 Feb.)
in Saatu village of Poso Pesisir sub-district. The mobile clinic treated some 67
patients.
Shelter and Sanitation
CARE conducted a three-day training on latrine construction from 19 to 21 February in
Poso Kota sub-district. Some 17 participants from local community and CARE
attended the training. The latrines are planned to be constructed in Poso Pesisir,
Lage and South Pamona sub-distrcits.
Shelter and Non-food Items
CWS distributed shelter materials (wood) for 35 families from 13 to 14 February in
Bategencu village of Lage sub-district.
MALUKU
General Situation
A local newspaper, Ambon Ekspress, on Monday (17 Feb.) reported that a UNICEF
team, established to study a waste disposal problem in Ambon City, found some
residential areas that face problems as a result of improper waste management of
hospitals. During a meeting with the City Government, the team leader indicated
some hospitals were disposing wastes (including liquid waste) improperly through
gutters passing through settlements. The team leader stated that these wastes were
affecting health of the residents in communities, as some of them contained
poisonous compounds. As a response, the City Government promised to take an
appropriate action.
According to Ambon Ekspress on Tuesday (18 Feb.), a violent demonstration
occurred in the capital of West Southeast Maluku district, Saumlaki, on Saturday (15
Feb.). It was reported that two people were wounded by shots, while four cars and
three government buildings were destroyed. The triggering factor was people's
dissatisfaction with the mechanism of Civil Servants Selection of Candidates for the
District Government conducted by the Local Government. The police deployed one
platoon for a joint operation with the military in order to help controlling the security
situation. Four people suspected as riot masterminds were in custody and under
police investigation. Rana Swadayana, the Head of the District Police, said that the
situation has been stabilised.
Assessment
A team of Mercy Corps went to Tihinitu sub-village on Haruku island from 12 to 16
February to monitor its water project. The team also performed assessment on
Haruku, Saparua, and Nusa Laut islands.
Mercy Corps and an LNGO went to West Seram island from 18 to 20 February to
monitor and asses the needs of the community to determine possible assistance from
Mercy Corps at village and sub-village level.
Food Security and Agriculture
AcF started registration of population in approximately 50 villages in West North Buru,
East North Buru and South North Buru sub-districts of Buru island, to provide reliable
data for food security and other relevant humanitarian actions. Meanwhile, its Food
Security Unit has completed a Post Distribution Monitoring (PDM) and Income
Generation Programme (IGP) for accessible communities in the district and is now
preparing an analysis and a report.
Health
IMC this week conducted a total of 1,055 medical consultations at its health stations
in Buru and Seram islands.
IMC continues rehabilitation of health facilities on Seram and Buru islands (covering
Masohi, Usliapan, and Iha villages).
A medical team of MSF-B this week conducted a total of 311 health consultations at
centres in Paso and other locations on Ambon island. MSF-B also donated medical
equipment and drugs to Halong Navy hospital, which also provides service for an IDP
camp.
Water and Sanitation
AcF started rehabilitation of one well and construction of one new well in Waeselang
village on Seram island on Thursday (13 Feb.) AcF also continues rehabilitation of two
wells, construction of one new well and two rain catchments in Loun village on Seram
island. On Buru island, its Water and Sanitation Team continues the well cleaning
programme, while particularly in Tawiri village, they continue working on connecting
pipe line and tap stand.
Mercy Corps funded an LNGO, Angkatan Muda Gereja Protestant Maluku (AMGPM)
of Zeboath (Masohi sub-district of Seram island) branch, to build one unit of MCK
consisting of three latrines, two water storage basins, and one drilled well for
displaced families in "Kodim 1502" dormitory (a military base).
Mercy Corps funded an LNGO, Yayasan Siran Loor, to construct 12 units of latrines
in Somlain village on Kei Kecil island, South East Maluku.
Mercy Corps funded LNGO, Yayasan Sauwa Sejahtera, to implement a water project
in Sekolah Pembangunan Pertanian (a high school specialized in Agriculture
Development) in Lateri, Ambon Island.
Education
CARDI distributed equipment for a vocational training course, as well as sport and
recreational materials on Ambon island in Wayame village on 30 January and
Thursday (20 Feb.), Tulehu village on Tuesday (18 Feb.) and Paso on Wednesday (19
Feb.). CARDI also conducted the second session of "Facilitation Skills Training" that
involved 13 trainees from these communities from 19 to 20 February (also see Sitrep
No. 111 for the period of 10-17 Jan.).
Starting this week, a youth team from communities on Ambon island where CARDI
operates, has been involved in gathering basic data i.e. availability of facilities and
services, accessibility, etc. from adolescents and adults.
Mercy Corps funded an LNGO, Yayasan Bara Sehe, to distribute school items (i.e.
uniforms, books, teaching media and plywood) for 211 displaced children in South
Buru sub-district.
Economic Recovery and Infrastructure
CARDI signed eleven contracts with local partners (LNGO and Community
Committee) for implementing various services (i.e. Water and Sanitation, Economic
Empowerment and Education) on Ambon island (covering Karang Panjang and Tawiri
suburbs), West Seram district (covering Ahiolo and Waimital sub-district), Manipa
islands and Kelang islands.
Mercy Corps funded an LNGO, Yayasan Pisgas Indostar, to rehabilitate IDPs shelters
in Sahulau and Rumahlait villages in Masohi sub-district on Seram island.
Mercy Corps funded an LNGO, Yayasan Sejahtera Maluku, to distribute seeds and
tools for IDPs in Wailiha sub village on Ambon island.
Mercy Corps funded an LNGO, Yayasan Hasan Soleman, to rehabilitate IDPs'
shelters in Waimolong sub-village, Waisane sub-village and Hitu Messing village on
Ambon island.
Mercy Corps funded an LNGO, Koperasi Serba Usaha Bina Usaha Kecil, to build
shelter for returnees in Batu Merah Amantelu suburb in Ambon City.
Mercy Corps funded a LNGO, Yayasan Learisa Kayeli, to build a giob (traditional
fishing boat) equipped with a motor engine and nets to support communities in Haruku
and Sameth villages on Haruku island.
NORTH MALUKU
General Situations
The Head of the Provincial Kesbanglinmas (Kesatuan Pengembangan Perlindungan
Masyarakat) office informed that the President has approved the bill of the division of
new districts in North Maluku province and has issued a Government Regulation. All
new districts are now preparing the inauguration of their respective area. Meanwhile,
the Governor of North Maluku has received several names as caretaker for the new
districts proposed by the Host Districts (North Maluku district, Central Halmahera
district, and Ternate municipality). These names will be communicated later to the
Minister of Internal Affairs. The duty of the caretaker will be setting up the
administration of the respective district, as well as to monitor and assist the election
of definitive Bupati.
Food Security and Agriculture
FAO completed identification of the beneficiaries of its fishing equipment assistance.
There will be some 208 beneficiaries in Pune and Mamuya villages of Galela
sub-district, Luari village in Tobelo sub-district, Sosol and Tomabaru villages of Kao
sub-district and Dufa-dufa village of Ternate City. FAO also identified materials that
can be purchased locally and local carpenters to make boats. The construction of the
boats will start soonest by mid March 2003.
Health
IMC continued its health service and mobile clinics in Kao-Malifut, Tobelo, Galela,
Bere-Bere, Daruba, and Rao Island sub-districts and treated 456 patients.
IMC continued rehabilitation of seven polindes and three pustu in Tobelo and Galela
sub-districts.
Water and Sanitation
CARDI conducted two-day water and sanitation training for Community Based
Organisations (CBOs) in Bacan sub-districts.
Shelter and Non- Food Items
WVI monitored its Roofing Kit project in South Jailolo sub-district on 13 February
2003.
WVI socialized its Housing Kit programme in Ori Bale, Soatabaru, Roko, Limau,
Lalonga, and Bobisingo villages of Galela sub-district on 13 February 2003 and
identified beneficiaries in Wayabula, Tiley Raja, Tiley Pantai, Aru Irian and Pilowo
villages of South Morotai and Western South Morotai sub-districts on 13 February
2003.
Education
WVI distributed "Harmonis" magazine developed through its Magazine Production
programme to Galela sub-district on 13 February (covering SD Inpres Ori Bale), Kao
sub-district from 14 to 15 February (covering SD Inpres Kusu, SD Negeri Kao and
SDM Inpres Kao), and Tobelo sub-district on 17 February (covering SD Inpres, SD
GMIH Gamhoku, SD Inpres Popilo and SD Inpres Mede)
SC UK completed a "Teacher Training Workshop" in Tobelo and Galela sub-districts
from 3 to 11 February. A total of 27 teachers from ten schools from both sub-district
participated in the training. During the training, SC UK distributed 27 activity boxes
and 40 teaching and learning material kits. SC UK staff also visited all teachers
involved in the training to support them in giving the lessons.
CARDI conducted "Peer Educator Training" that was part of its Youth Programme
from 17 to 22 February. Some 60 peer-educators from Jailolo, Sahu, and Ibu
sub-districts participated in the training that covers the following topics: child and
youth development; ethics, behaviour, and attitudes; convention of the child rights;
conflict management; peace education; the role of the peace educator in the youth
programme and her/his responsibilities; leadership skills; life skills that includes
listening, communication, perception and empathy; concept of do no harm; tolerance
in term of ethnic, religion, and gender.
Economic Recovery and Infrastructure
WVI distributed building materials for implementation of its infrastructure project in
Galela sub-district on 14 February (covering Ori Bale and Igobula villages) and South
Jailolo sub-district on 13 to 14 February (covering Akesahu, Rioribati, and Dormato
villages). WVI also monitored the same project in Soatabaru, Samuda, Roko, Limau,
Lalonga, and Bobisingo villages of Galela sub-district from 13 to 14 February.
UNDP monitored construction of 160 houses in South Jailolo sub-district (covering
Tataleka, Domate and Gamlenge villages) and Jailolo sub-district (covering
Todowongi, Bukumatiti, Soakonora/Jati, Mutui/Guaria and Hokuhokukie villages). This
programme is a complement to the government's housing assistance for returnees
and it is planned to build a total of 520 houses.
PAPUA
Population Movement
A local newspaper, Cenderawasih Pos, reported on Wednesday (19 Feb.) that the
remaining 1,000 IDPs from Maluku and North Maluku in Biak came to the district
parliament office in order to acquire information on the latest arrangements for them to
return to Maluku. The IDPs also complained about the poor management of
distribution of assistance done by relevant authorities.
Assessment
UNICEF staff from Papua and Jakarta conducted a visit to Wamena from 11 to 14
February for an assessment and a workshop on peace-building which involved various
local groups from the government authorities, religion groups, and NGOs in Wamena,
Jayawijaya district.
Food Security and Agriculture
Distribution of food supply to disaster areas in Jayawijaya district still poses a logistic
challenge to local authorities in Wamena as the only way to transport food to the
affected areas is by air. Head of District Social Welfare Office in Wamena stated to
the press on Tuesday (18 Feb.) that his office was trying another way by offering
money to the people so that the affected people could buy food from their
neighbouring villages. This idea, as reported by Cenderwasih Pos on Thursday (20
Feb.), caused strong protests from Letinus Yikwa (Gab.), Piet Daisu (PDKB), and
Yulianus Woisimon (PDIP), MPs of the district parliament in Wamena.
Cenderawasih Pos reported on Wednesday (19 Feb.) that the flood in Hidup Baru
village, SP 7, Tanah Miring, Merauke district had destroyed 100 hectares of rice
fields. Local media also reported from Wamena that crops and plantations in some
sub-districts in Jayawijaya district have been destroyed due to heavy rain falls, floods,
and landslides.
Education
Provincial Office of Education and Teaching is recruiting teachers for kindergartens to
senior high schools on a 3 to 5 year term contract. Cenderawasih Pos reported on
Wednesday (19 Feb.) that office of Education and Teaching in Timika is recruiting
candidates in order to get 174 teachers to be placed in schools in remote
sub-districts.
Due to the floods, the school in Tanah Miring, Merauke District halts all education
activities for a week now (20 Feb.).
Economy Recovery And Infrastructure
The Cenderawasih Pos reported on Saturday (15 Feb.) that a team of Netherlands
Management Cooperation Program (NMCP) from the Netherlands, headed by E.J.
Goldschmidt, would be in Merauke for a three-month survey on agriculture (rice field)
irrigation, covering 300-400 hectares of rice plantation. This Dutch government funded
programme aims at repairing installations previously set up there when Papua was
under Dutch administration.
A team from USAID had an official visit to District Government in FakFak and
extended discussion with local authorities on developing community empowerment
programmes. This is an implementation of MoU formerly signed by USAID and the
district of FakFak, Sorong, and Manokwari. Cenderawasih Pos reported that this
programme would also be supported by BP (British/Beyond Petroleum), the liquid
natural gas company, operating in the area.
Others
Head of Office of UNICEF Papua, Kiyoshi Nakamitsu, signed a cooperation
agreement with Provincial Government of Papua (represented by Mr Howay Head of
BP3D) on launching the District Plan 2003 as a cooperation programme of the two
institutions, covering issues related to mother, children, health, and education to be
implemented in five districts: Jayawijaya, Sorong, Manokwari, Biak Numfor, and
Jayapura.
