MALUKU
General Situation
Ambon Ekspress quoted the Deputy Chief of Police of Maluku (Wakapolda), Kombes
Polisi Drs. A. Bambang Suedi, on Thursday (24 Apr.), saying that in anticipation of
the 25 April RMS Anniversary, Maluku Police office (Polda) would deploy 400 police
personnel in Ambon city to maintain the security. He also said that in the suspected
RMS bases of Kudamati and Aboru suburban areas, more police personnel would be
deployed to increase the security.
Ambon Ekspress reported on Wednesday (23 Apr.) that several Maluku Muslim
organisations (MUI, Muhammadiyah, Nadhatul Ulama, BIMM and Al Ir-sayd) issued a
statement through the newspaper on Monday (21 Apr.). The statement states that
these organisations reject RMS existence and demand the Government to issue a
statement confirming FKM as a separatist group that has to be banned. These
organisations also advise the Government to shoot anyone hoisting RMS flag.
A local newspaper, Ambon Ekspress, quoted the Chief of Police of Ambon, AKBP
Teguh Budi Prasojo, on Monday (21 Apr.), saying that the police arrested an RMS
commander, John Rea, and his eight followers when the group was holding a meeting
at John Rea's house in Batu Gajah village, Sirimau sub-district, on Sunday (20 Apr.).
The police also found some documents said to be supporting the separatist
movement. John Rea admitted that he supports the RMS movements that is based in
England, but denied any connection with the Maluku Sovereignty Forum (Forum
Kedaulatan Maluku or FKM), as well as with Alex Manuputty. Meanwhile, the police
intend to confirm if there is an RMS base in England.
Assessment
Community Rehabilitation Programme Teams from CARDI monitored progress of
activities on Ambon and Seram Islands.
Mercy Corps staffs conducted pre-monitoring of projects in West Seram sub-district
from 20 to 24 April. Villages visited by the team included Olas, Luhu, Telaga Piru, Piru
Kota, Hatusua, Waipirit, Waemeteng, Kairatu, Latu and Waitasi.
Food Security and Agriculture
Mercy Corps funded an LNGO, Yayasan Bimbingan Masyarakat dan Pelestarian
Alam, to distribute seeds and tools for 58 families in Lomoli village of East Seram
sub-district. Mercy Corps also funded an LNGO, Yayasan Maluku Membangun, to
distribute seeds, agriculture tools, fishery tools and home industry tools for 186
families in Tuhulale and Waipirit villages of East Seram sub-district.
Health
IMC this week conducted a total of 2,085 medical consultations at its health station
on Buru and Seram Islands, including Waesala that now can be reached after two
weeks of communication problems.
IMC continues its Health Rehabilitation programmes at Waraka and Tanjung health
posts on Seram Island, and at Waikating health post on Buru Island.
Education
Mercy Corps funded an LNGO, Yayasan Spora, to distribute school items (i.e. books,
stationeries and teaching aid tools) in Iha Sepa village in Masohi area of Seram
Island. Some 180 students benefited from this aid.
Economic Recovery and Infrastructure
CARDI under its Emergency Psychosocial Project (EEP) completed a survey and
initiated analysis for a project proposal to be funded by AUSAID on Ambon and
Seram Islands. In addition, CARDI also purchased and distributed materials (i.e.
stationery etc.) for a future vocational workshop, compiled previous survey information
from Seram Island, and started preparation of concept paper for ECHO funding.
On Thursday (24 Apr.), a team from ICMC and an LNGO, Tiara Pusaka, returned from
Taniwel sub-district where 120 youths from Lisabata, Wakolo, Patuhua, and Nuniala
villages participated in joint sports activities. In addition, 16 representatives from these
four villages also met to start developing an income-generating project.
A team from ICMC and an LNGO, YPPM, returned from Seram Barat sub-district
where a joint meeting among 45 representatives of three displaced communities and
five pre-conflict communities took place. Topics discussed included socialization of
the return process and a timing for their return.
On Seram Island, ICMC and LNGOs, DIAKONIA and YKB, are planning to hold a joint
community meeting involving 14 communities in Werinama. ICMC is also working on
similar plans with LNGO, Lelemuku, involving five communities in Kairatu, and with
LNGO, Lakpesdan, involving three communities in Tehoru.
NORTH MALUKU
General Situation
A local newspaper, Mimbar Kieraha, quoted the head of the provincial Social Agency
(Dinas Sosial or Dinsos), Moh. Helmy Rais, on Friday (25 Apr.), saying that his office
did not distribute the money for life support and life safety to 50% of 799 families
(3,801 people), who are the recent Galela returnees. The reason is that those people
have been returned by the Government and received rice assistance from Zipur-05
(TNI). They registered twice in order to get the money.
Assessment
A team from CARDI and International Relief and Development (IRD) conducted a joint
livelihood assessment in Gane Barat sub-district.
Water and Sanitation
CARDI have signed contracts with several Community Based Organisations (CBO) in
Bori, Wayaua, Tutupa, Pigaraja and Panambuang villages of Bacan sub-district, for
implementation of its water and sanitation project.
CARDI released the second disbursement of the fund for implementation of its water
and sanitation project in Gamlamo village in Ibu sub-district.
Health
During the week, IMC mobile clinic and doctors conducted a total of 382 consultations
in Kao, Malifut, Galela, North Morotai sub-districts and in Bacan and Obi Islands.
In North Morotai sub-district, IMC conducted health education on worm disease and
distributed anti-worm medicine to 101 students at SDN Bere-Bere on 17 April and 59
students at SDN Inpres Bere-Bere on Saturday (19 Apr.).
In Kao-Malifut sub-district, IMC conducted health education on malaria in Tabobo
village on 16 April and health education on malaria, immunization and dengue fever in
Soahukum village on Saturday (19 Apr.). IMC also conducted health education on
tuberculosis in Rao Island of West South Morotai sub-district on 17 April and one on
mother and child health in Nusa Baabullah village of West Bacan sub-district.
IMC conducted training for three Posyandu cadres in Rao Island on 17 April.
IMC continues rehabilitation of five Pustu and five Polindes in ten villages in Galela
and Tobelo sub-districts.
Shelter and Non- Food Items
WVI distributed building materials for construction of houses type T-21 in Roko,
Goatalamo, Soatabaru, Limau, Lalonga and Bobisingo villages of Galela sub-district.
Education
CARDI continues monitoring of implementation of its youth programme. Topic of this
week's radio programme was "Let's talk About Conflict" focusing on how the youth
perceive and deal with conflict and problems in daily life.
WVI coordinated with the headmasters of SD Wari and SD Gorua in Tobelo
sub-district for reconstruction of Happy House at these schools. WVI also coordinated
implementation of Event School Programme in Tobelo sub-district with the head of the
Public Education Committee (Komite Pendidikan Masyarakat or KPM).
Economic Recovery and Infrastructure
WVI conducted a survey to identify potential target beneficiaries for economic
empowerment activities in Duma village of Galela sub-district and for provision of
coconut grinding machines in Pilowo village of South Morotai sub-district.
Others
WVI conducted a workshop on Empowering the Reconciliation at Malifut sub-district.
Twenty five participants from Sosol, Matsa, Tahane, Balisosong, Samsuna,
Wangeotak, and Ngofabobawa villages participated in the workshop.
