ACEH (Nanggroe Aceh Darussalam)
General Situation
According to local media reports, 2 civilians were killed during the week.
As a result of the incident in Takengon, Capital of Central Aceh, on 15 March (please
see Consolidated Situation Report 120), the main highway connecting the district with
neighbouring districts remained closed until Monday (24 Mar.). Subsequently, prices
of fruits and vegetables in Banda Aceh increased by more than 70 percent.
Meanwhile, The Jakarta Post reported on Tuesday (25 Mar.), that with the help of
heavily armed Indonesian security forces, a number of buses and trucks on Monday
(24 Mar.) travelled to and from Takengon, to carry passengers and commodities to
markets in Banda Aceh and Lhokseumawe, North Aceh district. Some 600 military
personnel were in the district to help hundreds of police restore security along the
main roads. According to TNI, many people are still reluctant to leave their villages
because of the absence of security personnel. However, the situation in Takengon has
returned to normal and there are no longer mass demonstrations as described in the
past two weeks.
The Jakarta Post reported on Wednesday (26 Mar.) that some 9,000 Acehnese have
received a total of IDR 21 billion (USD 2.3 million) in state aid as compensation for the
violence they endured during the decades of fighting between GAM and the
Government forces. So far, some 11,000 victims have been registered to receive this
assistance.
A local newspaper, Waspada, reported on Wednesday (26 Mar.) that hundreds of
local settlers in South Aceh rallied on the streets of the capital city, Takaptuan, on
Tuesday (25 Mar.) to reject the installation of Peace Zones in the district. The
community of the district think that conditions in their area would worsen with the
installation of the Peace Zone.
Assessment
Oxfam GB completed an assessment on humanitarian needs for the IDPs in North
Sumatra from 13 to 17 March. Recommendations are now being considered.
Food and Agriculture
The Country Director of WFP, Mohammed Saleheen, along with the Head of PMI,
Mar'ie Muhammad, and the Regent of North Aceh, Tarmizi Karim, hosted the launch
of "WFP Food Aid Distribution for North Aceh" in Samudra sub-district on Thursday
(27 Mar.). Some 520 beneficiaries from the sub-district attended the ceremony. OCHA
executives also witnessed the ceremony.
Health
WHO provided USD 4,000 to the Provincial Health Department to support the scabies
control activities in the sub-districts of Ingin Jaya and Indrapuri, Great Aceh district.
Economic Recovery and Infrastructure
CARDI is travelling to South Aceh district from 23 to 30 March to assess the
possibilities of carrying out a livelihood programme in the district.
CARDI visited East Aceh district from 13 to 24 March to determine potential sites for
its Micro Grant Programme. So far, about 6 sites are being evaluated.
ICMC travelled to West Aceh district from 16 to 21 March to conduct procurement of
agricultural and income generation supplies for 80 female-headed households in
cooperation with its local partner, YPK.
Others
SC US conducted a strategic review workshop in Banda Aceh from 18 to 20 March for
its internal staff to evaluate its "Coming Home Programme".
CENTRAL SULAWESI
Health
IMC conducted "Integrated Management Childhood Illnesses" training in Health
Research Center (Balai Penelitian Kesehatan or Baplekes) Palu from 23 to 30 March.
Some twenty health staff from nine puskesmas in North Lore, Poso Pesisir, Poso
Kota, Noth Pamona and Tojo sub-district, where the conflict occurred, attended the
training.
Water and Sanitation
Mercy Corps conducted a workshop for its programme staff in Palu, that ran by its
Water and Sanitation/Hygiene (WaSH) Manager. The workshop was aimed at
improving the staffs' skills, so that they would be able to provide better support to local
partners that are focusing on WaSH projects. The workshop will conclude with field
visits on Saturday (22 Mar.) .
Other
Mercy Corps funded a local sports club, Bonesompe Baru, to hold sports activities in
Poso Kota as a celebration of the 108 anniversary of the town. Sporting clubs in Poso
Kota and surrounding districts participated in the sports event that was held in
Takrow. The event brought both religious communities together for a social interaction.
MALUKU
General Situation
A local newspaper, Ambon Ekspress, reported on Sunday (23 Mar.) that a huge
bomb-blast took place in the cross border of Mardika-Batu Merah on Saturday (22
Mar.) at 20.20 local time. No casualties were reported and the police is investigating
the case, however, they have not been able to identify any motive of the bombing.
Crisis Center Diocese of Amboina reported on Tuesday (25 Mar.) that an
anti-American demonstration took place at the alternative Governor's office at Perigi
Lima, Ambon city and then continued to the UN building on Anthony Rheebok street.
The demonstration was protesting against the attack on Iraq by the USA and its allies
and demanded that the acting Governor should not inaugurate the newly built UN head
office.
Assessments
UNICEF conducted assessment on condition of nutrition and malaria in Saumlaki,
Maluku Tenggara Barat (West Southeast Maluku) from 23 to 27 March.
AcF is assessing the availability and condition of existing water and sanitation
facilities in Southeast Seram.
Food Security and Agriculture
AcF continues distribution of seeds, tools and fishing equipments in South Buru.
Mercy Corps conducted a pre-monitoring activity of its agriculture programme
(distribution of seeds and tools) on Wednesday (26 Mar.) in Allang village of Ambon
Island. The programme is implemented by an LNGO, Yayasan Sauwa Sejahtera.
Health
UNICEF supported the local Health Department in holding an "Emergency Health"
workshop from 20 to 22 March. Participants in the workshop discussed and developed
strategic plans for health development in Maluku province. Health officials from district
and provincial levels attended the workshop.
UNICEF is organising a ten-day training on "Integrated Management of Childhood
Illnesses (IMCI)" for thirty medical staff from Maluku province. The training is followed
by a training of trainer session. IMCI is an effective approach to reduce child mortality
rates.
UNICEF is facilitating a "Universal Precaution Training" for health staff organised by
the District Health authorities in Maluku Tenggara Barat (West Southeast Maluku)
from 28 to 30 March. The topic covered at the training is prevention of occupational
risks for health workers related to HIV/AIDS, Hepatitis C, etc.
IMC this week conducted a total of 2,011medical consultations at its health stations
in Buru and Seram Islands. Meanwhile, rehabilitation of health facilities in Maluku and
Buru Islands are in progress. One polindes in Masohi of Seram Island reaches 93% of
completion, while one pustu and one polindes in Masohi of Seram have just started on
Thursday (27 Mar.).
MSF-B this week conducted 385 consultations in Ambon Island. MSF-B concluded
that Respiratory Tract Infection (RTI) is still a major problem for children under five.
An Outreach Trip team from MSF-B travelled to West Seram to visit nine locations
and conducted 220 consultations in Kaibobo and Pulau Kasuari.
MSF-B Mental Health Programme has started in the IDP camps and centres
supported by the organization on Ambon Island.
Water and Sanitation
MSF-B is conducting general maintenance of water and sanitation facilities and
services in IDP camps and centers supported by the organisation in Ambon Island.
Education
UNICEF has conducted socialisation of School Based Management (SBM) activities
in Saumlaki sub-district of Maluku Tenggara Barat (West Southeast Maluku) followed
by a training for fifty participants from sub districts, including school principals, core
teachers and junior teachers during the reporting period.
In cooperation with an LNGO, Tali Persaudaraan Foundation, SC UK is conducting
dancing and singing programme three times a week, and also sports, art, education
and social activities once a week.
CARDI is distributing vocational training materials to Suli, Liang and Mamala villages
on Ambon Island. The distributions in all community centers are expected to be
finished next week.
CARDI purchased school furniture and stationary for school in communities in villages
on Ambon Island (covering Paso, Liang, Mamala villages).
Economic Recovery and Infrastructure
Mercy Corps staff attended a coordination meeting at the office of Family Welfare
Programme (Program Kesejahteraan Keluarga or PKK), which was opened by the
Governor on 19 March. The meeting was aimed at sharing information on
implementation of PKK programmes that covers improvement of family economic life,
assistance to families who deal with youth drug addiction, improvement of morality
and positive attitudes, and improvement of education and food security.
LNGOs involved in the micro credit sector make presentation on their programme and
business planning on Tuesday (25 Mar.). The LNGOs are supported by Mercy Corps.
CARDI held a meeting for "Income Generation Activities" project in Hattu village on
this week. This three months project is dealing with fishing activities by distributing
outboard engine and gillnet. In addition to community in the village, this project is also
involving IDPs in Batu Badiri sub village.
Other
CARDI organized a sport competition in Wayame. Around 400 adolescent and
children gathered in the neutral Wayame during the week.
NORTH MALUKU
General Situation
Two demonstrations condemning the US attack on Iraq took place in front of the
UNRC this week. The first demonstration, that was run by the Unity Nahdlatul Ummat
Party (Partai Persatuan Nahdlatul Ummat or PPNU), took place on Monday (24 Mar.)
with some 100 participants. The second demonstration took place on Tuesday (25
Mar.) and was run by students from Muhammadiyah University. At the second
demonstration, the demonstrators demanded the UN to lower down its flag as a
symbol that the UN office in North Maluku showed its sympathy for the people in Iraq.
Water and Sanitation
A water and sanitation team from CARDI went to Bacan sub-district to assess
proposals submitted by communities in the sub-district. So far, there have been 15
proposals received from the sub-district.
Food Security and Agriculture
FAO appointed ten local carpenters in Ternate city, Jati and Patang villages of Kao
sub-district, and Wosia village of Tobelo sub-district, to build canoes. This activity is
under FAO's "Fishing Gears and Fishing Canoes" assistance. So far, some fifty
canoes have been built. The programme has benefited to a total of 447 people in
Galela sub-district (covering Pune and Mamuya villages), Tobelo sub-district (covering
Luari and Gorua villages), Kao sub-district (covering Sosol and Balisosong villages),
Ibu sub-district (covering Tongute, Ternate, Gamkonora, Talaga and Gamsungi
villages), Susupu village of Sahu sub-district, Tuada village of Jailolo sub-district and
Dufa-dufa village of Ternate city.
Health
UNDP monitored rehabilitation of ten pustu and polindes that are managed by IMC in
Tobelo and Galela sub-districts.
WVI held a meeting with head of villages, the sub-district midwives, posyandu cadres
and health staff in Kao sub-district to socialise WVI's health programme.
Shelter and Non- Food Items
WVI distributed its housing material assistance in Rioribati and Braha/Tewe Puncak
villages of South Jailolo sub-district, Tetewang village of Jailolo sub-district, and
Korago village of North Morotai sub-district. WVI also monitored its Roofing
Programme in Kao, Malifut, and South Jailolo sub-district.
Education
UNICEF finalized development of a teacher training programme with WVI, that will
also be funded by UNDP. The programme will include a training of trainers involving
staff from the Department of Education and WVI, and will benefit 32 elementary
schools in Tobelo, Galela, Malifut and Kao sub-districts.
UNICEF and the Department of Education are developing a list of fifty schools that will
receive textbooks. These schools are located in areas affected by conflict and
consisted of Christian and Muslim communities.
WVI distributed school stationary to SD Inpres Gura, SD Popilo/Mede, SD GMIH and
SD Inpres Wari in Tobelo sub-district. WVI also distributed textbooks to SD Negeri
Ballsoan, presents for the Event School in SMP I Malifut and SD Inpres Kao of Kao
sub-district, and building materials for the Happy House at SMP 1 Malifut and SMP 1
Kao.
PAPUA
General Situation
Radio Australia News reported on Monday (24 Mar.) that according to the Indonesian
navy, GoRI planned to build a second naval base in Papua to counter illegal foreign
fishermen and timber smugglers.
Kabar Irian reported on Friday (21 Mar.) from UNHCR office in Vanimo, Papua New
Guinea (PNG), of the burning of six houses by the PNG Mobile Police Unit / Task
Force in Krisa and Blackwata camps supposedly belonging to Papuans. The police
told the people they were acting on orders from the GoRI via the Indonesian Consulate
in Vanimo.
The PNG Post Courier via Kabar Irian reported on Friday (21 Mar.) that a Joint Border
Conference was held between the PNG and Indonesian authorities regarding the
arrest and turn over of border-crossers. Currently there are 102 families from Wamena
in border crossers camps in Vanimo.
Health
In collaboration with an LNGO, ASA, Family Health International began its voluntary
testing and counselling (VT+C) exercises last week for HIV/ AIDS, and hosted a visit
by AusAID staff.
Economic Recovery and Infrastructure
The Local Government of Wamena began a public socialisation of grants given by the
Government of Netherlands to the district for development of physical construction,
such as building of bridges in Bokondini sub-district, and other assistance.
