Victory herself puts crowns on the sword of Admiral Horatio Nelson, England's greatest naval hero.  The inscription is his famous signal at Cape Trafalgar in 1805, "England expects every man to do his duty."  In a single battle, England's fleet under Nelson's command devastated the larger combined fleets of France and Spain, and without the loss of a single English ship.  Nelson however, was killed near the end of the battle (Death reaches out and touches his heart).  At the bottom are French prisoners.  The other side of the sculpture depicts Britannia crying.  For well over a hundred years after this battle however, Britannia literally did rule the waves.  The date of the monument is 1813, before a more well-known statue was put up in London's Trafalgar Square.
