When word of the Titanic disaster reached Liverpool, a large crowd gathered around the building, waiting for any hopeful news.  But the news that came from these balconies was the worst.   Most of the crew, many from Liverpool, never made it into lifeboats.

This building and old Scotland Yard in London were designed by the same architect and are very similar.
