I. NAME, PURPOSE, AND OBJECTIVES OF ORGANIZATION

- A. Name of Organization: Boy Scout Troop 651 Troop Committee
- B. Purpose of the Organization: Troop 651 Troop Committee shall work to fulfill the
highest ideals of Boy Scouting through active support of Boy Scout Troop 651.
- C. Committee objectives are to:
- 1. carry out BSA policies and regulations.
- 2. assist/advise Scoutmaster on policies related to BSA and the chartered
organization.
- 3. provide adequate meeting facilities.
- manage monies and disbursements in line with approved budget.
- obtain, maintain, and properly care for Troop property.
- provide adequate camping and outdoor programs.
- execute annual recharter.
II. MEMBERSHIP ELIGIBILITY. Members must:

- A. attain the age of 21.
- B. submit a completed application form for registration.
- C. pay the (prorated) registration fee ($7.00 per year).
- D. complete a Troop Resource Survey.
- E. be approved by the majority of the Troop Committee, Chartered Organization
Representative, and Scout Executive or Designee.
III. TENURE

- A. Tenure shall be continuous, requiring registration and successful annual registration.
- B. Resignations shall be accepted upon request.
IV. COMMITTEE COMPOSITION

- A. Officers
- 1. Committee Chair:
- a. is appointed by Chartered Organization.
- b. may only be removed by Chartered Organization.
- 2. Assistant Committee Chair
- 3. Secretary
- 4. Treasurer
- 5. Advancement Chair
- B. Additional Members
- 1. Scouting Coordinator/Organizational Representative
- 2. Registered parents and/or Guardians of Scouts enrolled in the Troop
- C. Nonvoting members shall include the Scoutmaster, the Assistant Scoutmasters, and
unregistered parents and/or guardians of enrolled Scouts.
V. RESPONSIBILITIES

- A. The Chair is responsible to:
- 1. organize the Committee and see that all functions are delegated, coordinated,
and completed.
- 2. maintain a close relationship with the Chartered Organization Representative and
the Scoutmaster.
- 3. provide training information to leaders and Committee members.
- 4. interpret national and local policies to the Troop.
- 5. prepare meeting agendas (with Scoutmaster).
- 6. call, preside over, and promote attendance at monthly Committee meetings and
any special meetings.
- 7. insure a meeting place for the Committee meeting.
- 8. insure Troop representation at monthly Round Tables.
- 9. arrange charter review and recharter annually (with Scoutmaster).
- B. Assistant Chair is responsible to:
- 1. act as Troop Committee Chair in absence of Troop Committee Chair.
- 2. assist the Chair in carrying out the duties listed for the Troop Committee Chair
upon request by the Troop Committee Chair.
- 3. perform other duties as assigned by the Troop Committee.
- C. Secretary is responsible to:
- 1. keep accurate minutes of Committee meetings and provide for notice.
- 2. coordinate and direct production of monthly newsletter.
- 3. conduct Troop Resource Survey.
- 4. keep current Troop and Committee membership rosters in conjunction with
Membership Coordinator.
- 5. assist in annual membership inventory.
- D. Treasurer is responsible to:
- 1. handle all Troop funds.
- 2. pay bills approved by Committee.
- 3. maintain checking and savings accounts.
- 4. train/supervise Adult Scribe in record keeping.
- 5. receive Troop income from Adult Scribe.
- 6. keep adequate records (Troop/Team record book).
- 7. supervise money-earning projects, including proper authorizations.
- 8. supervise camp savings plan and maintain individual records (discretionary).
- 9. report finances to Troop at monthly meetings.
- 10. lead the preparation of the annual Troop budget.
- E. Advancement Chair is responsible to:
- 1. encourage Scouts to advance in rank.
- 2. arrange and conduct Boards of Review.
- 3. conduct quarterly Courts of Honor (with Boy Scout Master of Ceremonies).
- 4. maintain Troop merit badge counselor list.
- 5. make prompt reports to Council.
- 6. obtain awards for Scouts.
- 7. work with Scoutmaster and Adult Scribe in maintaining Scout advancement
records.
- 8. work with Troop librarian in building and maintaining Troop library.
- 9. maintain Troop event attendance.
- F. Chartered Organization is responsible to:
- 1. provide sponsoring registration.
- 2. provide meeting place.
- 3. provide general guidelines.
- 4. certify adult membership applications.
- 5. provide some financial support.
VI. OTHER COMMITTEE POSITIONS

- A. Organization Representative will:
- 1. be a member of charter organization.
- 2. be responsible to attend all Scout functions.
- 3. automatically be a member of the Committee.
- 4. assist in recruiting proper leadership.
- 5. encourage Troop leaders and Committee members to take training useful to the
Troop (Examples: Leadership training, CPR, first aid, etc.).
- 6. promote well-planned unit programs.
- 7. serve as liaison between the Troop Committee and the sponsoring organization.
- 8. coordinate requests for Troop support for sponsoring organization needs.
- 9. promote the recruitment of new adult members.
- 10. assist the Committee Chair with rechartering.
- 11. encourage Troop Committee meetings.
- 12. cultivate Troop leaders.
- 13. encourage active outdoor Troop programs.
- 14. emphasize advancement and recognition.
- 15. promote use of District and Council resources.
- 16. cultivate related resources to support the Troop.
- 17. represent the Troop at the local Council level.
- 18. represent the Troop at the monthly District Committee meetings.
- 19. accept District Committee assignments.
VII. COMMITTEE MEETINGS

- A. Regular meetings will be held on a monthly basis (fourth Tuesday of each month).
- B. Special meetings may be called by Committee Chair or Designee.
- C. All meetings shall follow Roberts Rules of Order.
- D. A quorum equals any three officers including the Chair or Designee plus any other
member of Committee, which may be an officer.
VIII. TREASURY

- A. Troop 651 is a self-supporting nonprofit youth organization that must meet expenses
by collecting youth monthly dues, fees for activities, proceeds from Troop fundraisers,
and any donations from individuals and/or other agencies.
- B. Troop annual budget and accounts will be established (Treasurer and Committee) for
the following purposes:
- 1. Annual budget
- 2. Checking account
- a. Five people will be allowed to sign checks--Treasurer, Advancement
Chairman, Committee Chair, Assistant Chair, and Secretary.
- b. Two people are required to sign each check. No husband/ wife teams will
be allowed to sign checks.
- c. An annual audit/review will be conducted under direction of the
Committee Chair.
- 3. Savings account
- C. Troop accounts will provide funds for:
- 1. insurance.
- 2. recharter.
- 3. camping fees.
- 4. Scout Service Center Trading Post account of no more than $125.
- 5. Scoutmaster's petty cash.
- 6. "Baden-Powell" campership fund for needy Scouts if funds are available from
fundraiser or donations.
- a. A subcommittee represented by Committee Chair, Treasurer, and
Scoutmaster will govern the "Baden-Powell" campership fund.
- b. Campership Committee may prepay toward particular event with:
- (1) a predetermined donation to the needy Scout provided monies are
available, or
- (2) allowance of a repayment plan as needed.
IX. STANDING COMMITTEES

- A. Newsletter Committee
- 1. Newsletter Editor shall be a registered adult volunteer appointed by Committee
Chair.
- 2. A monthly newsletter will be made available to each family in Troop.
- 3. All Patrols are encouraged to contribute to the monthly newsletter.
- B. Fundraising Committee
- 1. The Fundraising Committee shall be comprised of two or more registered adult
volunteers appointed by Committee Chair, and one shall be designated as the
Fundraising Coordinator.
- 2. The Fundraising Committee shall present moneymaking suggestions to the
Committee.
- 3. A spokesperson shall be appointed to speak before Committee and spearhead all
projects.
- 4. The Fundraising Committee shall work closely with the Treasurer to assure
smooth acquisition of monies.
- C. Publicity Committee
- 1. The Publicity Committee shall be headed by a volunteer registered adult
appointed by the Committee Chair.
- 2. The Publicity Committee shall be in charge of all newspaper, radio, etc. exposure
of Troop for the purpose of informing the public of the Troop's projects.
- 3. The Publicity Committee shall keep in close communication with Newsletter
Editor and Fundraising Committee.
X. FUNDRAISING

- A. Fundraising activities will be planned by Fundraising Committee and approved by the
Committee. Fundraising activities will be conducted:
- 1. on an as-needed basis, but not more than four times per year.
- 2. utilizing at least one Council fundraiser per year (i.e., popcorn sale).
- B. The Troop will be consulted prior to any commitment by the Committee to raise
additional money for the Troop's general fund.
XI. BOARDS OF REVIEW

- A. Review Boards will be convened by the Advancement Chair.
- B. if requested, mock Eagle Boards will be convened by the Advancement Chair.
- C. A Review Board shall consist of any combination of three members from:
- 1. the Committee.
- 2. registered Scouters inside/outside of Troop.
- 3. civic adults.
XII. COURTS OF HONOR

- A. Courts of Honor will be held on the fifth Thursday of months having five Thursdays
(four times per year).
- B. The last day advancement may be noted for the next Court of Honor is the last Troop
meeting prior to the Court of Honor.
XIII. FRIENDS OF SCOUTING

- A. Parents/Guardians are encouraged to participate in the annual Friends of Scouting
drives.
- B. Proceeds of Friends of Scouting annual drives will be used to fund Council with
professional Scouters, services, camps, and programs.
XIV. AMENDMENT OF BYLAWS

- A. Annual review of bylaws will be conducted by a special committee appointed by
Committee Chair. The special committee will consist of no fewer than three and no
more than five members.
- B. The special committee will be appointed and will meet during the month immediately
following Troop recharter (May) and present recommendations to the Committee at the
next regularly scheduled Committee meeting.
- C. The draft modifications shall be distributed to the membership and read at least once
prior to any action by the Committee.
- D. Additions/Deletions to bylaws must be passed by a 2/3 majority vote of Committee
members present.
